    This week, international parties, government investment institutions and private sector from neighboring regional and western countries and Iraq-friendly gathered at the country's reconstruction conference in Kuwait, which ended with pledges of investment projects and loans worth $ 30 billion.
     The amount was described as huge, but Iraq said at the start of the conference on Monday it was seeking $ 88.2 billion for reconstruction.
    The World Bank-sponsored meeting was a platform for a partnership to promote foreign direct investment so that companies from around the world could help strengthen the development capabilities Iraq needs to rebuild its devastated cities and regions, as well as foster fractured trust between the country's divided communities. 
    "Billions of dollars have already been spent by the United States and its partners to rebuild Iraq's roads and infrastructure, but that's not all Iraq needs," says the US-based Mercy Corps.     Mercy Corps International says it has conducted a comprehensive study of Iraq and concluded that progress in economic development alone can not prevent the emergence of extremism again, noting that there must be a strategy of reconstruction that promotes lasting peace makes that investment an impact And that any step in that direction should focus not only on economic investment but also on efforts focused on preventing further fighting and strengthening the country's good governance. 
    The US Foundation notes that Iraq's partners and friends should pose three questions when trying to implement any new investment program in the country: Will this project have a positive impact on improving the performance of the government? Will it lead to building bridges of communication between the country's communities? Will this project benefit young people and encourage them to define their future?
    The Foundation says its research showed that 68 percent of Iraqis believe their civic responsibility calls for them to have a role in politics and that there are increasing numbers who are not afraid to do so. However, 26% believe they can influence government policies. 
    Foreign companies that work in Iraq should prioritize investment in education, provide job opportunities for young people and help create an active workforce among them. The provision of jobs and the right to self-determination of young people shield them from any extremist temptation that will force them to violence. 
    Governments, banks and investors who want to build a better Iraq must not only focus on physical structural reconstruction but also on projects that deepen the bonds between the communities and components of the country.
