    International Zone (Green Zone) The term Americans traded after the occupation of Iraq in 2003 because of the presence of the mission of the United Nations and its offices in addition to the embassies of major countries, the most important United States and Britain are under special protection and strict.
    On August 9, 2015, the Iraqi government approved measures to combat corruption and improve public services. After weeks of popular demonstrations, which began in July 2015, paved the way for the opening of the Green Zone to Iraqis. On October 4, Of the security measures  imposed to allow passage of vehicles in one direction and after a thorough inspection.
    Now the movement of the re-opening, renewed with the first days of the mandate of Adel Abdul-Mahdi to form a government, which in turn announced the opening of the Green Zone in the coming days in coordination with parliament in front of citizens, asking support from the House of Representatives to implement this demand to break the barrier between the citizen and the official.
    "The prime minister can have a seat within the House of Representatives and there will be a regular meeting in parliament with the deputies to coordinate between the executive and legislative branches," Abdul-Mahdi said during a meeting with the deputy speaker of parliament last week.
    The Green Zone is located on the west bank of the Tigris River on the Karkh side, which divides the center of Baghdad into two parts. It extends from the Qadisiyah and Al Kindi neighborhoods to the west, the Al-Gomhouria Bridge and Al-Zawra Park to the north. The Tigris River is located in the east and south, in addition to a large part of the park and the large ceremonial hall with its facilities. It looks like a large city isolated from the rest of Baghdad. Which is not enjoyed by the capital and the provinces, which caused public discontent and claimed claims to cancel and open its streets to citizens.
    A member of the Commission of Commissioners of the High Commission for Human Rights, Ali al-Bayati, called for facilitating the movement of citizens between the region and the non-compliance with arguments and various names and drew al-Bayati in a statement, "Many of the streets and large areas of Baghdad were cut under the name of the Green Zone occupying areas Of the territory and areas of the capital as it includes official government offices and a residence for senior state officials and embassies of some countries.
     He added that "there is a cut in some bridges as well as not allow citizens to enter their cars to some areas, except the existence of a housing card or certain security approvals on the pretext of security reasons, which negatively affects the movement of citizens, either residents of those areas or entering it from another area.
    Al-Bayati pointed out that "this is a clear violation of the right of the citizen to move and restrict his personal freedom, and it is considered a violation of the Constitution, which states in Article 44 in the first paragraph," The Iraqi freedom of movement, travel and housing inside Iraq and abroad, "and the second paragraph, "Iraq can not be denied or expelled or deprived of the return home."
    "It is also a violation of international conventions, especially international treaties and conventions relating to the rights and freedoms of the people, including freedom of movement, including the Universal Declaration of Human Rights, which states:" Everyone has the right to freedom of movement and to choose his residence within the borders of the State. The right to leave any country, including his own and to return to his country, "as well as the International Covenant on Civil and Political Rights and other relevant international conventions." Al-Bayati called for "the reopening of closed areas and facilitation of movement both on bridges and between different areas.
