(Xinhua) - City authorities in western China's Xinjiang region have ordered "poisoned by extremism, terrorism and separatism" or linked to terrorist groups abroad or pursuing a conservative Islamist approach by handing themselves over to authorities.
A pamphlet to the government of Hami said earlier this week that the authorities would deal with those who surrender to judicial bodies within 30 days, confess their crimes and may avoid punishment.
The local government described "extremism, terrorism and separatism" as "the three evil forces," but it did not limit the behaviors that would alienate the population to surrender themselves to these "forces."
The publication adds that many behaviors range from contacting terrorist groups abroad to a conservative Islamic approach that calls for the surrender of individuals themselves.
Among the behaviors are walking on the Quranic approach to life and preventing others from watching television, banning alcohol, smoking and dancing at weddings on the grounds that it is haraam, according to Reuters.
The measures come in the Chinese city as Beijing is under fire from activists, academics, international organizations, humanitarian and foreign governments for treating the country's Muslim minority.
Critics of China's policies toward Muslims say the Beijing authorities are monitoring, arresting and restricting the freedoms of the Muslim minority and their right to practice their religion.
Chinese authorities have arrested one million Uighurs and other extrajudicial minorities in Xinjiang, according to UN estimates.
Last month, the city of Urumqi, the capital of Xinjiang, launched a campaign against products including food and toothpaste, which are respected by Islamic standards during its manufacture.
For decades, Chinese authorities have been trying to stop Islam in order to maintain its influence in Xinjiang, where Uighurs and other Muslim minorities account for about half of the country's 24 million population, according to a report in the Independent newspaper.
Authorities say the region is under serious threat from attacks by Muslim militants seeking to provoke tensions between the majority Muslim minority and ethnic Hind.
