    WASHINGTON (Reuters) - The US Commerce Department said on Tuesday that 28 Chinese government and business organizations were blacklisted, accusing them of being involved in Beijing's crackdown on the Muslim Uighur minority.
    "The US government and the Department of Commerce cannot tolerate and will not tolerate brutal repression against ethnic minorities across China," US Commerce Secretary Wilbur Ross said in a statement.
    "All these entities are involved in the implementation of China's crackdown on arbitrary mass arrests and high-tech surveillance," the statement said.
    Among the target business entities are Heck Vision, a specialist in video surveillance, and Megvi Technology and SensTime, according to an official US document, due to be released on Wednesday.
    "This action will ensure that our technologies {...} will not be used to suppress unarmed minorities," Ross said.
    The measure would prevent Chinese blacklisted organizations from importing technology products from the United States.
    The US government pointed out that eight of these organizations are commercial entities, while the other government groups, including the Public Security Bureau in Xinjiang (northwest), after reports that more than one million ethnic Uyghurs were held in concentration camps.

    The US government has expanded its trade blacklist to include some of China's top emerging industrial intelligence companies, punishing Beijing for its treatment of Muslim minorities and escalating tensions ahead of high-level trade talks in Washington this week.
    The decision, which will certainly provoke a sharp reaction from Beijing, is aimed at 20 Chinese public security offices and eight companies including Hikvision CCTV as well as leading face recognition technology company Sense Time Group and Meghvi Technology Ltd.
    The measure prevents companies from buying components from US companies without the approval of the US government, a move that could be problematic. That is the same model Washington used in its attempt to limit the influence of Huawei Technologies because of what it says are national security reasons.
    US officials said the move was not linked to the resumption of trade talks with China this week, but signaled President Donald Trump's tough stance as the world's two largest economies seek to end their 15-month trade war.
    "Entities have been implicated in human rights abuses as part of China's crackdown on arbitrary detention and the use of advanced technology to monitor Uighurs, Kazakhs and other members of Muslim minorities," the Commerce Department said in a notice.
    China's Ministry of Commerce has yet to respond to a Reuters request for comment.
    Hikvision, with a market value of about $ 42 billion, describes itself as the world's largest manufacturer of surveillance cameras.
    A company spokesman in the United States said it was "strongly opposed" to the decision and noted that in January it hired a human rights expert and a former US ambassador to advise it on human rights compliance.
    "Punishing Hikvision despite these efforts, it will discourage international companies from reaching out to the US government, will damage Hikvision's US activities and have a negative impact on the US economy."
    SensTime said in a statement that it was deeply disappointed by the US move, that it complied with all relevant laws in all areas where it operated and had actively developed ethical rules for artificial intelligence to ensure its technology was used responsibly.
