The Japanese-Iraqi relations go back to the first half of the twentieth century. Where Japan opened its commission in Iraq in 1939, and the Iraqi government followed it, opening its commission in Japan in 1955, after which the Prince (Mikasa) came with a delegation of Japanese scholars to Iraq in 1956 AD and visited the main Iraqi cities, then Prince Abd Allah, the guardian of the throne. Then also in Japan in 1957. The two countries also formally modernized the delegations to embassies in the 1960s. The Iraqi-Japanese relations accelerated in political and economic growth significantly between the two decades of 1970-1980, when the two countries witnessed significant economic cooperation.
Japan's most important role in supporting Iraq after the war came in 2003, when it donated $ 5.1 billion to the Iraqi government at the Iraq Reconstruction Conference held in Madrid, Spain, in 2003, and also provided $ 5.3 billion to the Iraqi government for Reconstruction in the form of microcredit, and Japan also deployed the Japanese Ground Defense Forces in the city of Samawah in the Muthanna Governorate for humanitarian assistance and assistance in establishing security and pulled them back when their role in that region ended. The Japanese-Iraqi relations are widely and broadly represented in the economic assistance provided by the two countries to each other, in particular the fact that Japan is a world power and an advanced country that supports Iraq in various ways. Iraq is a very important oil country in the region that supports the Japanese economy and Japanese industry by exporting oil and its derivatives to it. Japan's assistance to Iraq is represented in the form of financial sums only, but there are several agreements signed between the two countries in various economic, cultural, political, and other fields. Among these agreements are:
1. A peace treaty with Japan and a dispute settlement agreement 1 955.
2. Economic Cooperation Agreement between Iraq and Japan 1974.
3. Agreement between Iraq and Japan Air Services 1978.
4. Cultural Agreement between Iraq and Japan 1978.
5. Debt Reduction Agreement signed between the two countries 2005.
6. JICA Agreement with the Iraqi government to provide loans and build power stations 2012.
• Relations between Iraq and Japan after 2003
after 2003 Japan sought to provide support to Iraq at all levels, in the political field it continued to support the process of democratization in Iraq, where it sent Japanese Self-Defense Forces to the city of Samawah during the years (2004 - 2006) to participate in enhancing security in the city, and support its reconstruction projects. "
Japan was also at the forefront of the countries that rushed to open its embassy in Baghdad, after 2003, in addition to what the Japanese Ministry of Foreign Affairs issued in issuing periodic statements that reflect a positive view of the developments in the political process in Iraq; and after 2003 the ministry created the post of ambassador for the reconstruction file Iraq, to activate the role of Japan in participating in the reconstruction of Iraq, and officials in the two countries exchanged official visits at the highest levels. ”
In January 2017, the office of the Japanese Consulate in Erbil and in the economic field was opened. Where it dropped nearly (6 , 7 billion dollars) of its debts owed by Iraq, and the rescheduling of those debts over a period of 23 years as a payment period, to be preceded by a grace period of six years.
As part of its pledges during the Madrid Donors Conference in 2003 and after that, Japan provided $ 2 billion in financial aid earmarked for the rehabilitation of projects in the sectors of electricity, health, security, and communications. It also provided assistance to the displaced people in the amount of $ 361 million through the United Nations and international and non-governmental organizations as well. In the amount of $ 217 million for the 2016 budget, in addition to the training courses held in Japan, Egypt and Jordan for trainees from the Iraqi ministries, their number reached more than 7990 people until February 2017, within the framework of technical cooperation between the two countries. ”
Japan pledged during the Madrid conference to grant Iraq A loan Misra value of 5.9 billion dollars, at an interest rate of marginal, was allocated for the implementation of 25 projects in the infrastructure of the Iraqi economy sectors, sectors that have direct with the daily life of the Iraqi citizen contact, including: electricity, oil, transport, agriculture, communications, health , and finally sanitation. Japan has also sought to expand the geographical area of these projects to cover most of Iraq, including the Kurdistan region, the capital, Baghdad, and the western provinces, as well as the provinces of Babylon, Basra, and Muthanna.
Japan plays a major role in supporting war-affected areas, especially Mosul and Anbar, where it has provided significant funding to support the International Organization for Migration in Iraq, for the needs of those affected by conflict in the areas of return. The project aimed to contribute to securing shelters, by strengthening health services, improving medical facilities and supporting social cohesion efforts in the most affected returnee communities.
Regarding the supply of Japanese cars to Iraq, the latter market is a fertile environment for Japanese cars, as the Iraqi market relies heavily on them. Among the most prominent Japanese car companies that have a constant sale and great desire among Iraqis is the Nissan company that sells its cars through its exclusive agent, Anwar Babel Company, and entered the Nissan company Japanese as a strong competitor scored a preference in selling cars over its competitors from other international companies because of the Japanese reputation of good cars, followed by Isuzu Trucks, its exclusive agent in Iraq, Nabz Zamzam Trading and Heavy Equipment Company.
