    The study aims to issue a government bond denominated in foreign currency in different terms (short, medium, and long) and in different amounts, similar to the national bonds issued by the Central Bank that were traded by the Iraq Stock Exchange in 2016-2018, as the bond is written in the local currency in dinars ( Based on the official exchange rate) and is paid upon amortization in foreign currency, through which the interest rate of the bond is determined on the basis of the difference between the interest rate in the local and foreign currency, which makes flexibility greater for fiscal and monetary policy in controlling the issuance of this type of bond through the central bank, With the aim of conquering The concern of mobilizing savings and stimulating the work of the stock market, and to achieve this the monetary authorities should be sufficiently aware and accurate estimate of the timing of the impact of this policy on the basic macroeconomic variables, the goal of this proposal is to achieve (price stability) in the future as a result of low dollar oil revenues and the appearance of signs of stagnation The global economy (due to Corona virus), as well as covering the budget deficit through this type of bond and reducing costs in the future and reducing the difference between the official and parallel exchange rates (as a result of withdrawing excess liquidity and causing speculation on the exchange market), so we seek through issuing this bond to be flexible The exchange is not restricted and not sufficient for public spending with a leverage linked to the return of the financial and monetary issuance (Seniorig), this measure will cause an increase in the total demand for this type of bonds restricted to the real interest rates to control liquidity levels and to maintain the mechanism of transfer from the demand for foreign currency Attention to the demand for the local currency, from here the economic policy will have more flexible tools to finance the budget and reduce the deficit rates, and when issuing this type of bond and in light of these difficult economic conditions, the largest part of the cash liquidity (savings) will be withdrawn, which leads to Low supply of domestic currency that is derived from demand On the dollar, which leads to greater stability in the exchange rate of the national currency against the dollar, as well as shifting expectations from pessimistic to optimistic after this stage towards the Iraqi dinar. We also aim to expand direct borrowing activities from the public by activating trading in bonds on the stock market.
