A report published in Al-Sabah newspaper on Friday suggested that a session of granting confidence to the Prime Minister-designate government be held in the middle of next week, after a new agreement reached by the blocs with the taxpayer.
The report, which was followed by "Nass" (1 May 2020), pointed to warnings about the "last-minute game" that some political parties might resort to against Al-Kazemi.
The following is the text of the report:
The Prime Minister-designate has made an important way in his way to form and pass the government in the House of Representatives, and after the completion of his government curriculum, he has no choice but to send his government cabinet, accompanied by the walk of the candidates of the self-ministries to determine the date of the session of granting confidence, despite the high level of optimism and voices preaching the end of the crisis However, political sources have warned that some political forces always play on the last time to resolve any file that has differences, indicating that these forces may turn against it in the voting session in Parliament.
"After making amendments to the cabinet booth candidates and completing the ministerial curriculum, the Shiite forces agreed to give confidence to the government in charge, which will include candidates who are not from the lists that were previously leaked," said independent deputy Amer Al-Fayez.
Al-Fayez explained, in an interview with Al-Sabah, that the candidates for the ministries were chosen by Al-Kazemi and the political blocs agreed to them, indicating that the ministerial cabinet will pass in accordance with the knowledge that most of them were not experienced in their experience and can only be judged after the experiment.
Al-Fayez added that the lifetime of the Al-Kazemi Ministry will not exceed one year, and three important priorities have been agreed upon, namely, facing the Corona epidemic, the economic crisis, and preparing for early elections, in addition to the file of evacuating foreign forces and returning the displaced.
For his part, the deputy of the Alliance of Raiders Riyad Al-Masoudi indicated, in a press statement, that "what was agreed upon is almost definitively is the division of ministries on the basis of electoral merit, given that the constitution was clear in talking about achieving a balance between all the components", indicating "The political forces are determined to pass the ministerial cabinet on condition that they commit to providing a ministerial cabinet according to clear criteria for everyone to ensure full support from all or most members of Parliament."
Al-Masoudi added, "What we believe is that a list of the names of the candidates will be presented during the next two days, which will be presented to the political forces, and then they will be pushed to the bodies of integrity, accountability and justice, and then submitted by an official letter to the Presidency of Parliament 48 hours before the session date to set a date for holding and voting. On it, "stating" in the event that there are no sudden obstacles and things go according to the current data, a session is expected to be held mid next week, or at the end of it to vote on the ministerial cabinet. "
Al-Masoudi continued, "The procedures that will be followed from the health side to hold the session, we believe that they will be clear procedures. In the event that the council is not able to hold the session in an attentive manner, it is possible to adopt electronic means that can be used by attendance, but in general the healthy atmosphere allows the session to be held naturally." ".
In the same context, the MP, from the Kurdistani Patriotic Union bloc Hassan Ali, suggested, in a press statement, that an extraordinary session be held for the vote next week after Prime Minister-designate Mustafa al-Kazemi presented his program to the House of Representatives.
Alli added that "the council did not receive any name for the candidates in the Al-Kazemi government," noting that "the new cabinet initially includes 11 ministries for the Shiite blocs, 6 for the year and 5 for the Kurds, Christians and Turkmen."
In the meantime, the committee monitoring the implementation of the government program and the parliamentary strategic planning, in a statement, expressed its surprise "from the procedures of the Presidency of the House of Representatives by excluding the committee from work files that are at the core of its duties and tasks and according to the vote of the House of Representatives in its session (8 on 10/15/2018) The committee had not previously been invited to the participation of the finance, economy, oil and energy committees that met with the government on the measures required to take to address the collapsed economic situation, expressing its regret that “the committee was excluded from the task of studying the ministerial curriculum that was assigned by the prime minister.”
She added that "our committee had received the vote of the House of Representatives, and it is one of the positive decisions that are calculated for this parliamentary session by forming a committee specialized in monitoring the government and following up its commitment in implementing the ministerial curriculum that the parliament voted on, as well as the task of strategic planning and what it represents in reviewing the state's plans and strategies. And the extent of achieving its goals, knowing that our committee includes a group of parliamentary, executive and academic competencies and experiences, "expressing its hope" that the council presidency will give our committee attention by providing support and support in a manner that enables it to play its role, which will definitely reflect positively on the work of the Rlman whole. "
To that, the President of the National Coalition, in the House of Representatives, Kazem Al-Shammari, said in a press statement: “The National Coalition, whether in the person of its leader Iyad Allawi and its members, was among the first political forces to reject quotas and confront them strongly, and since the beginning of the political process after 2003 until today.” .
Al-Shammari added that "the insistence of the political forces to revive the quota system in this way and the response of the Prime Minister-designate to it, we consider it a setback for the political process, a repudiation of the covenants and promises that were made to the demonstrators, and a blow to the heart of what the religious authority called for to move away from quotas and form governments from technocrats And professionals. "
Al-Shammari added that "the coalition is against the principle of quotas altogether and in detail," rejecting "the pressures exerted on the prime minister, and we do not accept that Al-Kazemi acquiesces to these pressures."
Meanwhile, a member of the House of Representatives, Basem Khashan, stressed that "the political forces always play over the last time, to resolve any file that has differences, and for this they announced their support for Al-Kazemi and passed it in Parliament, but it will turn against him in the voting session in Parliament."
Khashan warned the Prime Minister-designate Mustafa Al-Kazemi, "from the change of political forces support for him in the last seconds of holding the voting session to give him confidence, it will work to definitely block this matter."
