    {Local: Al Furat News} The Prevention Department of the Federal Integrity Commission warned against the continuation of the real estate registration departments not to transfer secondary copies that come from its branches, diagnosing this procedure as opening the door to extortion, manipulation and forgery.
    In its report on follow-up to its previous visits to a number of departments of the Ministry of Justice, the department indicated that “the General Real Estate Registration Department continued not to transfer records for more than five years, despite the prevention department’s diagnosis in its previous visits and warning that it opens the door to extortion, manipulation and forgery, calling for action The department takes quick measures to carry out the transfer of records, as it cannot bear the delay as it is related to the direct transfer of citizens' properties.
    She added that "the visits to the departments of the Ministry of Justice (general real estate registration, legal, forensic planning, and Karkh first real estate registration) come within the framework of the preventive measures of the authority and its follow-up to the work of institutions and government departments, diagnosing work obstacles and negatives, proposing solutions and proposals to them, and to identify the extent of feedback and response to them. Which were mentioned in the comprehensive report it prepared in 2018, and related to the General Directorate of Real Estate Registration and some of its branches in Baghdad.
    In the report, a copy of which was sent to the Prime Minister’s Office, the General Secretariat of the Council of Ministers, and the Ministers of Justice and Planning, it recommended that a number of the Ministry’s properties be referred for investment; To establish modern judicial departments, and not to rely on the general federal budget only, to follow up the file of files kept in the registration branches, and to hold the responsible official accountable for not implementing the recommendations issued by the General Real Estate Registration Department.
    And she called for "activating the electronic archiving system in all real estate registration branches, adopting the electronic information system in promoting citizens' transactions, and following the model currently applied in the Real Estate Registration Department in the city of Mosul - the right side."
    The report monitored the presence of a large number of suspended transactions in the audit body of the Real Estate Registration Department - Karkh First. Because of the lack of data and information, pointing to the need to re-evaluate department managers, divisional officials, and those registered in departments; Because many of them did not fit the internal system of the department.
    He noted that the service fees obtained from the services provided by the department are used to spend on the regular budget doors, while those amounts are supposed to be spent on repaying accumulated debts or constructing buildings instead of continuing with rents.
    It is noteworthy that the commission called on 7/10/20128 to form a central committee; To resolve the issue of files that have a reservation in the General Directorate of Real Estate Registration, according to the controls and instructions in force, and to reconsider the issue of the buildings leased to its departments after the rental allowances for the years 2008-2017 reached nearly four billion dinars.
