Today, Monday, the authority recommended, in a statement received by Mawazine News, a copy of it, during the analysis of a questionnaire measuring perceptions of bribery in tax departments in Baghdad and the governorates, to include tax branch managers, members of detection committees and assessors in the financial disclosure form; To monitor the inflation in the incomes of some members of these segments, as well as to focus in the future on the tax sector in the questionnaires, and to identify the procedures of the General Tax Authority; To improve the performance of the work of its circuits.
In the report, a copy of which was sent to the Prime Minister’s Office, a number of relevant parliamentary committees, the offices of the Minister of Finance and the Director General of the General Tax Authority, the authority indicated the need to announce the controls and instructions for the completion of auditors’ transactions at the entrances to tax departments, and the adoption of the single window principle; To reduce the interaction of employees with auditors, in addition to activating the internal control system, and reducing the process of tracking transactions by setting the necessary instructions for commenting and limiting them to lawyers; To avoid extortion.
The commission indicated that, over the course of two months, the commission's central team, its support teams and the teams formed in the directorates and investigation offices in Baghdad and the governorates, surveyed the opinions of (8,162) thousands of references in (41) districts in Baghdad and (14) governorates, through more than ( 314) A field visit to their tax departments.
She added, that the prepared report identified a number of negative cases represented by weak management of some joints in the General Tax Authority, and assigning the management of some branches to people who lack the necessary experience and qualifications; Which reflected negatively on its work, as well as the large number of transfer orders and change of departments within a short period of time, then canceling some of them later; For unexplained reasons.
He pointed out that the auditors surveyed confirmed the prevalence of bribery cases in a large number of tax departments, the complexity of procedures and the deliberate delay in completing transactions; For the purpose of blackmailing auditors and forcing them to pay a bribe, and the phenomenon of similarity in names still constitutes a major entry point for blackmail.
The report concluded that comparing the results of the questionnaire of the departments of the General Authority for Taxes in Baghdad with the results of the previous questionnaire led to the low performance of this institution, diagnosing the exploitation of some of its cadres for citizens and their personal profit at the expense of public money, indicating a significant increase in the indicator of abuse of bribery in some departments, according to what it led to The results of the two questionnaires.
The results of a questionnaire measuring perceptions of bribery in Baghdad and the governorates showed an increase in the rates (paying or taking bribes), as the general rate of paying bribery (perception) in the districts of Baghdad was (41.2%), and the Karkh Tax Department - Parties recorded the highest rate of taking bribery ( 53.6%), then Al-Mashtal (53.3%), New Baghdad (50.2%), and in the governorates, the Basra Tax Department came first as the highest percentage in measuring bribery payment, reaching (54.7%), then Maysan and Al-Qadisiyah The percentage in both of them reached (53.9 and 48.8%), while the lowest rate of bribery was recorded in the country tax department in Salah al-Din at a rate of (1.2%), then Samarra in the same governorate (1.5%). and Kirkuk (4.7%), while the results of the tax department questionnaire in Salah al-Din governorate center were excluded; There is a deviation in the reliability and validity standards.
The questionnaire showed that (55%) of the respondents in Baghdad confirmed that the reason for delaying the transaction was for the purpose of taking bribery, while (44%) of them confirmed that the bribe was paid at the employee's request, and (55.8%) of the auditors stated that the payment of the bribe was Directly to the employee, and (43.2 percent) through an intermediary.
