The Minister of Water Resources, Mahdi al-Hamdani, stated that Iraq has not seen cooperation from the Iranian side regarding water at the present time, but he spoke of rapprochement with Turkey and memoranda of understanding concerning the same file, while calling on the riparian countries on the Tigris and Euphrates rivers to share the damage without conditions.
Al-Hamdani said, in a statement to media outlets, including (Al-Mada), that "Iraq has not yet seen tangible cooperation from the Iranian side regarding the water file."
Al-Hamdani added, "The Iranian Minister of Energy will visit Baghdad during the next ten days, during which we hope that we will come out with positive results and the cooperation between the two countries will return on the water level." He pointed out, "The Turkish side is cooperating, and we have joint work with it at the right pace, in terms of memoranda of understanding and water quotas."
Al-Hamdani spoke of "visits and negotiations reinforced by a Turkish political will to resolve the issue, and we hope that Iran will take the same position and work to solve problems." Al-Hamdani went on, that the government "demanded, through the water conference that was held earlier this week in Baghdad, that the riparian countries sit down for the purpose of sharing the damage without conditions."
In addition, Raed Abdul Zaid Al-Jashami said, "The ministry sensed climate change not only at the present time, but that was ten years ago when the signs appeared clearly."
Al-Jashami continued, "A strategic plan that has been prepared for twenty years, which began in 2015 and ends in 2035, includes solutions to the water reality in Iraq." He pointed out that "the National Water Management Center in the ministry coordinates with all relevant authorities working on dividing the available water quotas for water storage."
Al-Jashami stressed that “there are precedences in distributing water quotas. The priority is to secure drinking water, and this is indisputable. As for the rest of the sectors, the distribution will be in accordance with understandings with the relevant authorities, such as the Ministries of Agriculture and Industry.” And he added, "The agricultural plan is prepared by the Ministry of Agriculture and in coordination with the Ministry of Water Resources, according to weather and water variables in reservoirs."
Al-Jashami continues, "Climate changes have had a negative impact on the quantities of water in the Tigris and Euphrates basins."
He pointed out, "The winter agricultural plan has been approved and is proceeding, but we are suffering from a crisis of violations of all plans, whether by throwing pollutants or violating these plans, especially the southern governorates."
Al-Jashami concluded, “Any simple citizen is aware of the receding rain and the proportions of water levels in the main tributaries of Iraq.”
This week, Iraq witnessed the organization of the work of the second conference on water and climate variables, with the participation of a number of international bodies, in which climate damages were raised on the water file.
