    It promised that “We must prepare a new budget relies on the development of the customizations needed to cover expenses that has been spent, which will conduct up to 12/31/2014 and disbursed according to al-Qaida contained in the Financial Administration Act, a twelfth of the previous budget for 2013 or a draft budget of 2014, whichever is less, as well as the development allocations to cover expenses that have been or will be up to August 2014 as a result of the requirements of the security conditions of emergency to be checking those expenses by the Office of Financial Supervision in accordance with the provisions of and the rules of the exchange of legal and submit a report to the House of Representatives during the period to the end of October 2014.”

    He continued: “Estimating the current expenditure for four months from the first of September to the end of December 2014 that limited the spending on salaries owed ​​by the laws in force and operating expenses necessary for the period mentioned and estimate spending on investment projects continued only for a period of four months, the remainder of the year to put the customizations her and not to add any allocations for new investment projects only if they are necessary to facilitate the operation of the project ended and estimate spending to support armed forces and security services and support to displaced people and required by the conditions of the battle with terrorist forces and liberate the occupied territories.”

    Said al-Zubaidi, the need to “put the percentage of allocations for Petro dollars in 2014 is estimated by the government, to implement what can be implemented projects provinces during the remaining period of the year, and the remaining expenses are considered our provinces that they deserve the government pay in the coming years, and to reconsider calculating budget revenues Private sources of oil according to the export rates and the prices are realistic, and delete all the judgments that strain the budget, including the lack of recycling of investment expenditure which did not happen in 2013 and considered as we have on the government’s views, which have been allocated to pay them in the coming years.”

    And expressed his belief that “the preparation of the budget and in accordance with the principles above will lead to the rescue of the Iraqi economy of any imbalances in the coming years and will lead to reducing the deficit, which exceeded (85 trillion dinars) contained the draft budget submitted to the House of Representatives, which exceeds 45% of the size of the budget, while the deficit internationally accredited must not exceed (14%).”

    The House of Representatives decided last week to form a parliamentary committee to temporarily take over the work to approve the General Budget Law 2014, as amended, which is headed by First Deputy Chairman of the House of Representatives comprises 23 members representing the parliamentary blocs.
