Al-Shammari adds that Baghdad, which was the first importer of Iranian goods between March 2021 and March 2022, is like an "economic lung" for Iran.
He believes that Iran's need for Iraq is increasing "amid the intensification of Western sanctions" against it, "especially since the talks with the West do not indicate that there will be an agreement in Iran's interest" in the nuclear file.

After the US invasion that toppled Saddam Hussein's regime in 2003, Iranian influence in Iraq grew gradually, especially thanks to links with the Shiite leaders who now run Iraqi political life.
This political class finds itself in a difficult situation when Tehran bombs the Kurdistan region, targeting the Iranian Kurdish opposition, which it accuses of being the engine of the demonstrations that erupted following the death of Mahsa Amini.
Al-Shammari believes that Iran is "looking for a fragile space to export its internal crisis because it does not dare" to do so against another country.
Turkey and the Iraqi economy

He adds, "With a pro-Iranian figure at the head of the state, Iran will be able to benefit better from the Iraqi economy," noting that al-Sudani spent "the bulk of his political career under Nuri al-Maliki," who is close to Tehran.

The company was named “Al-Muhandis” in honor of Abu Mahdi Al-Muhandis, the deputy head of the “Popular Mobilization Forces”, who was killed in January 2020 along with the Iranian Major General Qassem Soleimani on the road to Baghdad airport by an American drone strike.
In an oil-rich country riven by decades of conflict, the company's mission will be to "rehabilitate the provinces, including infrastructure, housing, hospitals, factories, farms, and many things that the country needs, under the direct supervision of the Popular Mobilization Authority," as confirmed by a media official in the "Popular Mobilization Forces."

In exchange for Iranian influence, US forces are still stationed in Iraq as part of the international coalition.
Balanche believes that "American influence in Iraq still exists through the threat of possible financial sanctions," referring to monitoring financial transfers and the Iraqi banking system in order to ensure that it is not used by Iran to circumvent sanctions.
He added, "The United States remains in Iraq because it does not want to leave the country to Iran, and because it wants to confine the confrontation to Iraq."
