The Ministry of Planning seeks to complete the job number platform project in the most accurate way, to find out the real number of state employees and eliminate double salaries or what is known as “aliens”.
And a spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, says: “The work of his ministry on the job number platform is still continuing,” noting that “the number of job numbers that have been granted so far has exceeded (3) million and (300) thousand job numbers for all ministries and agencies.” Not associated with the Ministry and the governorates, within the first phase of the platform.
He added, "The newly appointed employees will have their data entered and given job numbers, in the next stages of the platform's work."
Al-Hindawi explained, "The rest of the work on the platform is a few formations, and there are procedures and continuous work by the Ministry of Planning to complete them."
He pointed out that "the first stage of the job number project does not include the private sector," expecting "the private sector to be included in a future stage if the capabilities are available." Al-Hindawi pointed out that “all institutions are covered by the job number without exception,” noting that “the project includes state employees in all ministries and governorates.” And he continued, “The job number project will include granting a job number to each employee,” adding, “The number is a code, and once you enter it, you will find all the employee’s details, from the moment he enters the job until he is referred to retirement, and the same number remains with him.”
And Al-Hindawi stated that “the project aims to know the real and accurate number of the employee. There is a problem facing the state, represented by the large number of employees. We are talking about millions of employees involved in state departments.”
And he stressed, “One of the advantages of the job number is the disclosure of double salaries, and we have a problem with this issue in a number of state employees, there is double their salaries, and the problem of fictitious or alien employees,” adding that “the system will reveal all these details, because there will be data biometric, because it will link this system to the unified national card.”
Al-Hindawi concluded by saying, "The data will include the full full name, the full name of the mother, educational attainment, the amount of salary that the employee receives, the job grade within the salary scale, and the position." For her part, Azhar Hussein, Undersecretary of the Ministry of Planning for Administrative Affairs, says, “A governmental committee has been assigned to head the Ministry of Planning to work on surveying all functional sectors in the country in various ministries, governorates, and agencies not associated with a ministry.”
She added that "every employee in the state will have a job number," noting that "more than 90% of the job numbers are covered, and only some institutions remain."
Hussein indicated, "There is a periodic change in the job number file in terms of the employee's salary, bonus, promotion, transfer and retirement." And she indicated that “the database is not based on the full name, surname, and place of work of the employee only, but other names are entered in order to boycott names and numbers, so in the event of job intermarriage, it will appear directly.”
Hussein pointed out that "retirees, social care and the private sector are not covered by the job number so far," noting that "there is an intention to cooperate with the Ministry of Higher Education to give a job number to workers in the private sector in private universities and colleges."
For his part, the researcher in economic affairs, Safwan Qusai, says, "The job number project may solve the problem of aliens," adding, "Each employee will have a job number, and then aliens or employees who receive more than one salary can be known, provided that this project is applied correctly." .
Qusai added, "The salaries of fictitious employees or the so-called (aliens) cost the state's operational budget a lot of money, as many of them receive more than one salary from the state, not just one salary."
He pointed out, "The issue of aliens was not limited to employees only, but there are government departments and institutions, including embassies of the Iraqi state, which are in fact non-existent satellites, yet they are allocated salaries and budgets."
Qusai stressed, “The need for the state to support the private sector with redundant employees.”
