    He added that "functional slackness does not apply to all sectors, and it is unfair that the description applies to sectors such as health, education and internal security because they depend on the growing population," pointing out that "the working sector that includes public companies, such as oil, construction, housing, industry, agriculture and others, He is functionally sluggish.”
    Al-Maliki continued, "The Ministries of Electricity and Oil have great slackness and disguised unemployment, especially after the process of transferring the families of the martyrs and the politically dismissed, and the matter needs organization that takes into account the privacy of the sectors, and it is entrusted to the Federal Service Council that is far from political conflicts."
    The deputy justified not activating the job number that limits double salaries and the phenomenon of phantom employees - aliens - by saying that "those that benefit from the survival of corruption and aliens do not want this project, and the government and parliament, if they are serious, should push for its implementation because it is a manifestation of reform in the functional aspect."
