    The Atlantic Council indicated that Iraq faces challenges related to energy security despite being the second largest oil producer in OPEC for several reasons.

    In a statement followed by “NAS” (May 12, 2023), the Council summarized the challenges as follows: –  
      
    1) The lack of foreign investment and rampant corruption in the joints of the state prevent the development of energy in Iraq.  
      
    2) Iraq, although it is the second largest oil producer in OPEC, it faces challenges related to energy security.  
      
    3) Iraq's unstable environment, tainted with corruption, with the deterioration of the infrastructure and the lack of development of the judicial system, all of which frustrated the work of foreign and local investors alike.  
      
    4) The rampant corruption in the joints of the Iraqi state strengthens the system of patronage, and the environment is fraught with dangers that threaten foreign companies.  
      
    5) Decades of wars, sanctions, colonialism, corruption and lack of transparency affected the country's oil production and levels of foreign investment.  
      
    It is worth noting that the Atlantic Council is an influential nonpartisan think tank in the field of international affairs. Founded in 1961, the Council provides a forum for politicians, businessmen and global thinkers. The Foundation runs ten regional centers and functional programs related to international security and global economic prosperity.
