    Shafaq News/ With the start of the countdown to the provincial council elections scheduled for next November 6, talk is escalating about the "pros and cons" of the presence of provincial councils, and while specialists assert that their absence created a gap between citizens and local governments, they stress the importance of addressing its negatives and developing its work to provide the best services .



    In this context, the leader in the coordination framework, Hassan Fadam, told Shafaq News agency, "The political forces compete with each other in accordance with the law and the constitution to obtain the largest number of seats in any elections, including the important provincial councils, despite the negatives mentioned by the specialists."

    Fadaam explains, "The system of governance in Iraq is federal and decentralized, so there must be provincial councils that elect, supervise and monitor the governor and communicate with citizens in order to provide services. They are a link between the citizen and the local government and express the will of the citizens of the province."
    He says, "When the provincial councils were there, there was no gap between the local governments and the citizens, but in their absence, the citizen faced difficulty in reaching the official in his governorate, as not all citizens could meet the governor, district director, health director, or any department director, so a gap emerged." between the citizen and the local government when the provincial councils were absent.
    And he warns, "The governors' direct association with the federal government and their dismissal and dismissal by it is a defect that harms the political system, and the choice of the governor must be in the hands of the people of the province through their representation in the provincial council." 
    Fadaam adds, "Some department directors and employees have begun to deal with citizens in a humiliating manner and disrespect the auditors, and with the presence of the provincial council, the citizen, with the presence of his representative in the provincial council, can restore his dignity and his rights, and accordingly the presence of the provincial council is important in the stability of the province while developing its work and addressing the negatives." ".

    The leader in the coordination framework points out that "some provincial councils practiced extortion against officials and the governor, as well as delaying the issuance of decisions, unlike when the governor is alone without the provincial council."
