Since the year of change in 2003, and after the formation of successive governments, all the parties involved in the political process have taken a contradictory approach and duplicity that is unparalleled in all countries of the world, where the principle is (we participate in the government and the executive authority and obtain ministries and positions, and at the same time we announce ourselves to the public Opponents of the deterioration of services, corruption and mismanagement in the state through the platform of the legislative authority), however, the current government was distinguished in its formation by (almost complete) agreement so far between the executive and legislative authorities.
The current trends indicate the possibility of the current government succeeding in maintaining the relative agreement between the two authorities and their political parties in order to complete the projects, services, reconstruction and programs that it announced without obstacles.
The writer and academic, Dr. Talib Muhammad Karim, said in an interview with "Al-Sabah" that "the government of Prime Minister Muhammad Shi'a al-Sudani was formed according to a comprehensive political agreement, and the blocs have a wider space in writing their political thesis in the fifth parliamentary session, and setting contexts and ceilings through which the government is granted broad freedom in Implementation of its governmental and ministerial programme.
He pointed out that "despite the existence of some new formations that bore the title (the political opposition), they cannot impede any decision taken by the House of Representatives," noting that "this is due to several reasons, including lack of experience in addition to other matters, and therefore the talk about ( Political opposition) in its true and active sense is completely excluded in this session.
Karim explained that "the current government seeks to change the stereotype preserved in the citizen's memory towards the previous governments through the realization of the governmental and ministerial program, the provision of services, and the reduction of citizen's problems," noting that "this government endeavor may be faced with attempts to impede tangible progress for political purposes and material benefits from some Partners, and perhaps what we are witnessing in terms of delay in approving the budget is evidence of what we say.
While political affairs researcher Salah al-Kubaisi explained, in an interview with "Al-Sabah", that "in all previous parliamentary sessions, political parties and blocs participated in the government, but most of them claim opposition according to the rule (dividing the spoils that are divided among ministries, agencies, and special grades)." He pointed out that "Prime Minister Muhammad Shia'a al-Sudani is trying to work towards reforming all the previous legacies and failures caused by consensual governments, although this government is in some way a consensual government as well."
He stressed that "everyone is involved in the current government, whether they are the (coordinating framework) forces or the (Sunni blocs) allied with the (sovereignty coalition), but there are blocs that are also in the sovereignty coalition - trying to obtain part of the political spoils, and if the situation remains as it is Accordingly, previous mistakes will be repeated, and we call on the prime minister to be firm in this matter.
He noted the existence of a committee working on evaluating the work of the governors, pointing out that "the evaluation was issued a short time ago, and we noticed that it was far from political pleasantries. Some provinces are at odds with the legislative authority and their evaluation was high, and therefore there is a separation between the legislative authority and the executive authority. As for the previous session, The executive power was dependent on the legislative power and its president.
With regard to the issue of the opposition, Al-Kubaisi explained that "with the withdrawal of the Sadrist movement from the parliament, it became opposed to the current political process, but until this moment there are no opposition forces within the parliament, since everyone participates in the government according to the principle of quotas and consensus."
