    Today, Tuesday (July 25, 2023), legal expert Ali Al-Tamimi reviewed more than 10 international legal methods that Iraq can take in order to guarantee its share of water and obtain sufficient water releases from neighboring countries, especially Turkey, while he identified a path that he described as the best solution represented by international arbitration schools.
    Al-Tamimi said in a clarification received by "Baghdad Today", that "there is the 1982 Convention, or what is called the Law of the Sea, ratified by Iraq in 1985, and there is a competent court in accordance with this agreement that is based in Hamburg," noting that "the countries organizing this agreement consist of 196 countries, including Iraq and Turkey, and Article 297 of this agreement gave the affected countries the right to resort to this court in the event of intractability of bilateral solutions."
    He added that "the United States of America can also ask Iraq for its assistance in accordance with Article 27 of the strategic agreement for the year 2008," noting that "damage to the economy means war and crimes against humanity."
    He explained that "the dirtiest wars are water wars, which are crimes against humanity that allow Iraq to resort to the United Nations and the Security Council and request that the file be referred to the International Criminal Court."
    Al-Tamimi also indicated that "Iraq has the right to resort to the International Court of Justice, and Iraq had previously filed this lawsuit against Turkey before the International Court of Justice, but Iraq lost the lawsuit that was dismissed by this court on the grounds that Iraq does not benefit from the surplus water that goes in vain to the Shatt al-Arab, but that was in 1987, but now the situation has changed and Turkey built dams and completely prevented water, and this violates international laws and the above agreements. "
    Regarding the best solutions, Al-Tamimi believes that "Iraq can resort to one of the international arbitration schools, and there are countries that have resorted to international arbitration in resolving disputes, as in the disputes of China, the Philippines, Russia, Georgia, Qatar and Bahrain," stressing: "I see this as the best solution with the presence of arbitration schools in Britain, France, the Emirates, Qatar, Cairo and others."
    Al-Tamimi indicated that there are "international agreements that regulate the issue of water, including the Lausanne Agreement of 1923 and the 1946 Friendship Watch, and bilateral agreements and protocols between Iraq and Turkey, including 1977, 1997, and 2007, as well as the International Sewerage Law of 1977 and the United Nations rules of 1964."
    The drought crisis began to intensify in an unprecedented way, and the water revenues and water stored in Iraq are the lowest in the country's history, as the Ministry of Water Resources indicates that what enters Iraq from water amounts to only 30% of its share.
