Iraq: Arrest and recruitment orders against 34 high-ranking state officials

On Saturday, the Federal Integrity Commission announced a group of arrest and recruitment orders issued and executed last September against senior officials and those with high ranks in the country against the backdrop of charges and violations of mismanagement and corruption, which is a tradition that the Commission has followed for years without meaning that Officials will face severe penalties, especially for those against whom recruitment warrants are issued only, as their purpose is often to investigate the recruiting official and may lead to his release.
A statement by the Investigation Department of the Integrity Commission confirmed that “the judicial authorities issued 34 arrest and summons orders in cases that were investigated by the Commission’s investigation directorates and offices in Baghdad and the governorates, and referred them to the judiciary.”
The authority noted that “the orders issued against 34 high-ranking senior officials...were distributed between 30 recruitment orders and 4 arrest orders.”
The department explained that “the orders included a former member of the House of Representatives, 3 former ministers, in addition to a current governor and two former governors, in addition to 11 current general directors, 11 former general directors, 2 formers, and a former governorate council member.”
The priority of combating corruption
. The government of Prime Minister Mohamed Al-Sudani continues to stress the priority of the anti-corruption file, which was among the most important goals of its electoral program, and it often reiterates that. Al-Sudani considered, earlier, that “fighting corruption is no less dangerous and important than fighting corruption.” Terrorism.”
But the government's emphasis on this file is not met with much enthusiasm or credibility among the Iraqi popular circles, given its awareness that the corruption file is behind figures and groups with great influence in the country, and it is not easy for the Sudanese government, as for the governments that preceded it, to go far in this difficult war. According to those interested and familiar with the corruption file that the country has been suffering from for many years, the rulings and legal prosecutions issued related to this file often fall on officials and people not linked to a partisan agenda or influential figures.
But the UN representative in Iraq, Jeanine Plasschaert, said during the briefing she presented to the UN Security Council on Iraq last week, that “the Iraqi government has implemented measures to follow up on the extradition of those involved in stealing Iraq’s money.”
Trespassing on state real estate
In another statement, the Integrity Commission announced on Saturday the arrest of 3 accused of extortion and trespassing on state real estate in Nineveh. The Commission stated that “a working team composed of the Investigation, Control and External Audit Divisions in the Nineveh Investigation Directorate arrested two employees in the Northern Region Customs Directorate, against the backdrop of their extortion of merchants and owners of load vehicles.”
She added, “The two defendants, who work in the Mosul Dam Controller, took sums of money from the owners of the wheels. In exchange for allowing transit and the entry of materials prohibited from import. The authority’s statement continued, “The owners of the wheels are transferring amounts to the accused through banking companies, in agreement with one of the organized crime officers in Nineveh, and that the judge of the Nineveh Investigation Court, which is competent to look into integrity cases, decided to arrest them, in accordance with the provisions of Resolution 160 of 1983.”
Also in Nineveh Governorate, the statement revealed that the team of investigators “arrested an accused of trespassing on land belonging to the state and using it as a parking lot for trucks and oil tankers.” She pointed out that the accused “collected money from the wheeler owners according to unofficial receipts without obtaining proper approvals or having a lease contract from a directorate, and the accused was arrested.” Based on the provisions of Article (331) of the Penal Code.”
