The escalation of competition casts a shadow over election propaganda

Political affairs specialists believe that the sabotage that extends to electoral campaigns constitutes a violation of the rights of fair propaganda for the elections and freedom of democratic expression guaranteed by the Iraqi constitution, with the aim of misleading voters about the information about the candidates and their goals.
While the Independent High Electoral Commission warned yesterday, Friday, that the penalty for violating the election propaganda campaign amounts to imprisonment or a fine of 50 million Iraqi dinars, and that it does not have the right to hold citizens accountable. Jumana Al-Ghalai, spokesperson for the High Electoral Commission, indicated that “the Commission has the right to take legal measures.” According to the controls of the electoral campaign system, a candidate has the right to infringe on another candidate’s electoral propaganda.”
The director of the Center for Strategic Studies in Iraq, Dr. Ghazi Faisal, told “Al-Sabah”: “Election propaganda reflects the culture of society and the various competing parties, and respecting the freedom of expression of this electoral propaganda shows the democratic competition between the personalities and parties nominated for the elections,” pointing out that “this Advertisements are subject to controls and laws enacted in accordance with the instructions of the Independent High Electoral Commission. It seems that these laws are deficient in holding accountable the citizen who intends to sabotage election advertisements out of political motivation or rebellion against the electoral process. The process may be merely to distort and break these electoral advertisements in different areas in Baghdad. And the governorates.
He added, "The sabotage that extends to the candidates' electoral advertisements aims to make the Iraqi voter unaware of their possession of primary information about the goals of the candidate and the party that supports him. Therefore, it will create a kind of confusion that conflicts with the issue of justice and equality with the freedom to choose between candidates in accordance with the principles of free and fair competition."
In turn, the spokesman for the Victory Coalition, Ayat Muzaffar Nouri, told “Al-Sabah” that “the electoral campaign is the main tool in the elections, and it is a group of audio, visual and read messages that express the personality of the political party or candidate, so whenever electoral propaganda is used in campaigns A more mature and conscious way that led to the consolidation of public awareness of the contemporary and modern propaganda style.”
She cautioned that “the process of staying away from the policy of transgressions that intersect with the Commission’s instructions in spreading propaganda, is the process of respecting the entity or candidate for itself and its audience, in addition to not transgressing against the propaganda of other blocs and candidates, for if it indicates, it only indicates that whoever stands behind it is (the weak).” ) who does not have the tools for success, nor the vision and program for the position for which he was nominated.”
She explained, “From another perspective, the process of maintaining electoral propaganda is part of the electoral security process undertaken by the security forces, in addition to the penalties imposed by the Commission. Those who follow electoral affairs will find that there is a noticeable development in the process of spreading propaganda, and that the extent of violations has begun to decrease.” In previous years, this means that there is complementarity between the awareness of political elites and their guidance of candidates, as well as the application of real standards and controls that prevent abuses or limit them. On the other hand, the free media monitors and criticizes in a professional manner what is happening, which leads to an angry public reaction to (offensive campaigns and abuses). "This created an important deterrent, so we believe that we will witness less severe violations than previous years."
