    Baghdad/Al-Masala Al-Hadath: The Integrity Commission announced today, Friday, the recruitment of the Director of Diwaniyah Agriculture to disburse 200 million dinars in violation of the law, while indicating that the names of 196 lecturers and administrators in schools in the governorate were tampered with.
    A statement by the Authority said: “The Investigation Department of the Authority reported the implementation of seizures of violations in the disbursement of sums of money, cases of manipulation and forgery, as well as delay in implementing projects, and subsequent seizures and waste of public money in a number of Diwaniyah departments.”
    The Authority indicated that “a summons order was issued against the Director of Diwaniyah Agriculture and the Directorate’s Accounts Officer.” After the Diwaniyah Investigation Office revealed that they spent more than (200,000,000) two hundred million dinars; Contrary to the law and without obtaining the approval of the legal department in the ministry and the governorate, explaining that the order was issued; Based on the provisions of Article (331) of the Penal Code.”
    She added, “The Investigation and Judicial Control Division in the office was able to detect tampering in the names of (196) lecturers and administrators (attaches) in a number of schools in the governorate, explaining that their work in those schools was recorded. Although their names were not included in the administrative order issued by the Directorate of Education, in addition to arresting the appointment of two lecturers with forged orders, one of whom had previously been sentenced to imprisonment for (15) years.”
    She continued, “An accused was arrested for tracking transactions in the real estate registration office in Al-Daghara while he was in the filing room, pointing out that the accused was tracking transactions without an official capacity or an agency authorizing him to do so, and in the Diwaniyah Municipality Directorate, it was observed that the former municipal and accounts directors were issuing (22) Instruments in an amount exceeding (100,000,000) one hundred million dinars, despite the lack of financial balance, in addition to setting the rental arrangements for a plot of land in a distinguished commercial location that was granted for rent at a price that is not commensurate with the rental price of similar properties; “Which harmed public funds.”
    She pointed out, “In the Governorate’s Office - Government Contracts Department, it was noted that no legal measures were taken regarding two projects that had been stalling since 2006 once the period specified for implementing the work had expired. “Based on the terms of contracting civil engineering works,” she noted, noting that “the delayed projects included two projects to prepare sewage sewer designs for the districts of Afak and Al Badir.”
