The Ministry of Planning revealed that the percentage of stalled projects has decreased to 40 percent.
Undersecretary Maher Hammad Johan told “Al-Sabah”: Many of the projects that were suspended were restored to work, including projects related to the Ministries of Oil and Electricity, in addition to the government’s basic direction in infrastructure and service projects, stressing the relatively increased completion rates in most investment projects implemented by the state.
For his part, economic affairs researcher Dr. Ali Daadoush reported in an interview with “Al-Sabah” that the lagging projects were identified at 1,400 projects with an estimated cost amounting to more than 24 trillion dinars, indicating that government investment projects according to sectors, which were included in the 2023 general budget, were divided into agricultural projects. , industrial, transportation and communications, services, as well as regional development projects implemented by the governorates, some of which are stalled and some of which have been completed in different proportions.
Daadoush pointed out that most of the lagging projects are related to the development of the regions, with more than 800 projects, and service projects come in second place, with more than 380 projects, in addition to industrial sector projects, with more than 90 projects, transportation and communications, with about 60 projects, and finally agricultural sector projects, with more than 50 projects.
He stated that sums were allocated to these projects and were launched, but various circumstances slowed them down, including suspicions of corruption, the war with ISIS, and the health crisis (Corona), in addition to the aging of the project, which leads to the erosion of the infrastructure and superstructure, leading to its destruction, and these require rehabilitation and the allocation of financial sums. Additional funding to complete its completion, which is what the government worked on, through the Iraq Fund for Development and the government investment program.
Daadoush confirmed that the volume of actual investment expenditures announced by the Ministry of Finance amounted to about 6.7 trillion dinars (until last July), meaning that it amounts to 6.7 trillion dinars, at an estimated cost of 24 trillion, equal to 28 percent. This is an important percentage for a government that is nearly a year and months old, warning that we are urging and supporting the government. By raising this percentage to more than half at the beginning of next year, and working to involve the private sector in lagging projects, especially those projects that are a priority for members of society and at the same time benefit from the private sector.
He added that the period from 2014 - 2022 during which the number of investment projects amounted to approximately 10,450 cumulative projects, of which 20 percent were completed at a rate of (70 to 100) percent, while the remaining projects, 80 percent of which were either stopped working or lagging behind, and these cost and are costing the state approximately 250 billion dollars with an impact.
