While the “chronic” crisis of financial benefits between the center and the region has once again returned to the forefront, and amid preparations for a new delegation from Erbil to visit the capital to address the file of salaries of the region’s employees that have been delayed for 3 months, the President of the Kurdistan Region of Iraq, Nechirvan Barzani, sent “positive” messages regarding resolving the outstanding problems. Al-Barzanji told “Al-Sabah”: “The federal government, since assuming its duties, has taken the path of openness in managing this stage, and it is determined to (zero) the outstanding issues with Erbil,” and added that “the federal government conducted multiple dialogues and meetings, and good intentions were clear starting from The oil agreement and ending with sending the salaries of the region’s employees,” noting that “the files have been accumulated for years, and there is a suitable opportunity and a suitable atmosphere, with the prime ministers of the governments of Baghdad and Erbil ready to find a solution.”
He continued: “There is no concession from Baghdad to Erbil, and if there is a serious dialogue, it is possible to resolve these issues.” He praised the performance of the federal government, which “has come a long way and is in the process of resolving these outstanding problems,” and called for “flexibility from the Kurdistan region instead of statements.” Convulsive,” warning of “the presence of lurkers fishing in murky waters trying to change the course of negotiation or rapprochement.”
Al-Barzanji stressed that “the federal government is too smart to fall prey to disputes,” and denied the existence of a specific, binding time, expecting that a preliminary agreement would be reached between the two parties if a serious dialogue took place and joint committees were formed in a favorable political climate.
On the other hand, the leader of the Kurdistan Democratic Party, Wafa Muhammad Karim, told “Al-Sabah”: “A delegation from the Kurdistan region is preparing to visit Baghdad to resolve the issue of salaries for the last three remaining months of the current year, and that according to the previous agreement, the federal government will grant the region a loan of 700 billion dinars for a period of 3 months, and the current month is considered the last, and the term of the agreement has expired.” He added, "The region needs a new decision to pay the central government a new loan for the remaining three months, and it needs a new visit to Baghdad and the Prime Minister to renew this agreement," stressing that "Prime Minister Muhammad Shiaa Al-Sudani works in accordance with the law and political agreements."
For his part, political analyst Wael Al-Rikabi held the regional government responsible for the failure to resolve the issue of the region’s employees’ salaries and the rest of the financial entitlements. He stated in an interview with “Al-Sabah” that “the center needs to know the numbers of employees and retirees and the numbers of the Peshmerga forces,” and pointed out that “while The region indicates that it has handed over this information. The Ministry of Finance and the Financial Supervision Bureau in Baghdad confirm that they do not possess and have not received any information in this regard.
He continued, "The issue is pending with the region, and regardless of the delegations and visits, there must be documents and transparency that the people of the region can see, and this matter cannot be tolerated, no matter the pressure."
