The liberated cities are in limbo.. The fate of the Reconstruction Fund for the affected areas is unknown

Most of the infrastructure in the areas controlled by the terrorist “ISIS” was almost completely destroyed, and after the liberation operations, the Reconstruction Fund ensured its rehabilitation again, but the lack of financial allocations hindered the completion of the reconstruction of the remaining damaged projects.
The mayor of Ramadi, Ibrahim Al-Awsaj, said during an interview with Al-Mada, “The completion rate of the Reconstruction Fund projects is 100% and there are no lagging projects,” noting that “the Reconstruction Fund budget for the year 2023 has not been referred to us for any project until now.” He added, “The previous budget projects have been fully completed,” pointing out that “there is coordination between the Reconstruction Fund and the Reconstruction Fund for the Affected Governorates.”
He continues, “There is a mechanism for distributing projects in districts and districts and monitoring their implementation in communication with the Reconstruction Fund headquarters within the governorate.”
For his part, Mahma Khalil, a member of the Reconstruction and Parliamentary Services Committee, said in an interview with (Al-Mada), that “the Reconstruction Fund in Iraq works in transparency and that the completion rate is very large, exceeding 50%.”
He added, “There are several projects implemented in the affected areas, and we aspire to have more projects,” explaining that “the financial allocations are very few and the international grants to the Reconstruction Fund are not at the level of ambition.”
Khalil adds, “There is a complete coordination department and the projects come from the administrative units. There is a Reconstruction Fund department in every affected governorate, and the names of the projects are submitted to the Reconstruction Fund in Baghdad in coordination with the Ministry of Planning for their implementation.”
He continues, “In the past, companies were slow and there were suspicions of corruption in implementing Reconstruction Fund projects, but now the situation is different and the rates of project completion are constantly increasing.”
According to a report by The National news website, translated by (Al-Mada), “projects for the reconstruction of areas affected by the war with ISIS, funded by the Government Fund for Reconstruction, are marred by violations and suspicions of corruption.”
Also, the director of the branch of the Reconstruction Fund for Affected Areas in Anbar, Anas Ghassan, stated in previous press statements that the projects that were fully completed amounted to 35%, while the projects that were stopped due to the lack of financial allocations amounted to 25%.
It is noteworthy that the number of projects implemented in Anbar Governorate reached 121 projects distributed among districts and districts, as they included establishing health centers, maintaining hospitals, building public schools, drinking water projects, playgrounds, and constructing and paving main and secondary roads, in addition to rehabilitating and maintaining electrical networks.
The Reconstruction Fund was established in 2015 amid long, fierce battles between the Iraqi security forces and the militants of the terrorist ISIS organization, which in 2014 took control of large areas of Iraq, including Nineveh, Ramadi, Salah al-Din, and Diyala governorates.
