    The legal expert, Mohsen Al-Ugaili, explained today, Saturday, the impact of delaying the formation of provincial councils, while specifying the scheduled period for the formation of local governments.
    Al-Ugaili said, in an interview, that “delaying the formation of local councils will have a negative impact on service programs and the implementation of specific plans for the governorates,” noting that “the law stipulates that a provincial council session be held no later than 15 days after approving the election results.”
    He added, “Any exceeding the deadline will push the elected council to hold its session directly on the 16th day. The session will be chaired by the oldest member, during which the council’s president and deputy will be elected by an absolute majority.”
    The legal expert explained, “The government program relates mostly to the governorate councils, since these councils are service councils, in addition to the fact that the governors currently present have become only in charge of caretaker duties, which calls for the first session of the governorate council as soon as possible.”
    Earlier, the official spokesperson for the Basra bloc, Iman al-Maliki, announced a boycott of the provincial council session scheduled for this evening, Saturday, while indicating that her bloc did not obtain consensus with the Tasmeem bloc.
    Basra Governorate had set six o’clock in the afternoon today, Saturday, February 3, 2024, as the date for holding the first sessions of the new governorate council in the local Basra government building. Ended 25 R.[/size]
