Today, Tuesday, the Integrity Commission announced the opening of the corruption file with compensation for those affected by military and terrorist operations and military errors.
An integrity statement received by “Al-Iqtisad News” stated, “The team in the Prevention Department made visits to the Martyrs’ Foundation, the National Retirement Authority, the Ministries of Health, Labor and Social Affairs, and the first and second central compensation committees in Baghdad, to find out the mechanism for disbursing compensation amounts to those affected by military and terrorist operations and mistakes.” The military, and the mechanism of work of the medical committees and the extent of their commitment to implementing the laws, regulations and controls specified for them, indicating that the team revealed the payment of hundreds of billions of dinars in salaries and differences to undeserving people after the spread of fraud in the file of compensation for victims of terrorism in Anbar Governorate, and touched on the Prime Minister’s order to form an investigative committee. And an audit in the Ministry of Defense to monitor legal violations.”
The statement added, “The Prevention Department, in a report, a copy of which was sent to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, the President of the Martyrs’ Foundation, and the Ministers of Health, Labor, Social and Financial Affairs, reported the inclusion of a large number of terrorists and wanted persons or those with security indicators and fraud in their transactions, among them ( (54,000) thousand people are covered by the law of the Martyrs Foundation in Anbar Governorate,” pointing out that “18,000 (18,000) of them did not report to the Retirement Authority, despite the suspension of their salaries, which indicates that violations and forgery occurred in their files, noting that the members of the subcommittees in the governorates are from “The governorate itself, and most of them are employees assigned to work on committees, which makes them vulnerable to pressure.”
The report recommended, “that the Ministries of Defense and Interior, the National Security Service, and the Supreme Commission for Accountability and Justice provide the Martyrs Foundation with the necessary security information in an accurate manner within a period not exceeding (15) days from the date of receipt of the transaction, to avoid including terrorists, those wanted or those with security indicators, and falsification of their transactions with compensation.” “On pressure from influential people in the governorate to include their families of those who died naturally in the institution’s law.”
He explained, “The audit committees formed in the Martyrs Foundation audited (8127) transactions in the governorate, during which it was revealed that there were (736) people whose security information had not been audited, of whom (69) an arrest warrant was issued against them, and (657) against whom there was security information. And (1,280) cases of forgery of death certificates, medical reports, and information, in addition to (3,628) authenticity books issued without answers. As for the reports of the Financial Supervision Bureau regarding the audit of (35,149) pension transactions in the governorate until the year 2022, they proved the existence of (17,380) invalid decisions that had been made. Tampering with it, and (17,088) forged decisions were stopped,” stressing “the occurrence of new forgery cases during the year 2023, and the presence of (5,694) forged transactions, and (5,496) forged records that were entered into the barcode system through authorized employees of the Martyrs Foundation.”
The report urged “the formation of a central medical committee that will re-examine all those infected, starting with the governorate that witnessed major fraud cases, to correct the infection rate (disability) in a serious and realistic manner, and to uncover fraud in the numbers of infected people and exaggeration in granting the medical disability rate by the medical committees in the region.” Some governorates, as they impose a large financial obligation on the state.”
He continued, "(1,339) forged medical reports, and (175) medical reports with different names were observed in the Department of Medical Committees in Anbar Health, and the theft of compensation files and barcodes for injured people and giving them to other people, for the purpose of including them in the Martyrs Foundation Law," pointing to “There are suspicions of corruption behind the high number of infected people in Anbar and Babil governorates, with a very large deficit, which results in the disbursement of large discrepancies in amounts to each infected person.”
The report compared “the numbers of injured people in Anbar and Babylon with the rest of the governorates, as the percentage in each of them was more than twice the number of injured people in Baghdad and Nineveh, and the medical committees in Diwaniyah included (2005) injured people for compensation during the year 2019, and the percentage of disability ranged for the majority of them.” Between (70-80%), which is a large percentage that is suspicious.”
He pointed out that "there were no objectors before the medical committees in Anbar, which indicates that all submitted applications were accepted, while the number of objectors in Babylon was very small. The report diagnosed that working with the barcode system between the Martyrs Foundation and the National Retirement Authority was one of the important tools used by the counterfeiters." To add the files of people not covered by the institution’s law, revealing the existence of (886) files, the value of which wasted amounts are estimated at (70,000,000,000) billion dinars.”
The report suggested, “Stopping the process of disbursing compensation in legal person transactions until a new, accurate disbursement mechanism is established, to stop the large financial waste and take the necessary measures to refer compensation files to the courts of first instance to consider the claims of companies that suffered damage, as they are the only competent authority that has the ability to determine the value of compensation.” “The damage is accurate, given that compensation decisions are subject to favoritism and influence from influential parties, which leads to the depletion of trillions of dinars from state funds, as a result of the volume of compensation requests from companies, factories, factories and other compensation resources.”
He compared, "the number of compensation transactions for legal persons in Anbar, amounting to (13,104) compared to (1,512) transactions in Nineveh, even though it is the largest in terms of population and the length of time ISIS gangs have controlled it."
He continued: “The law did not specify a time period for claiming compensation, which resulted in compensation being paid more than once for the same property, as a result of filing the compensation file by family members and waiting for the youngest member of the family until he reaches the age of majority to file the compensation transaction again,” calling for “continuing A project to amend the law on the Martyrs Foundation, with the relevant authorities, to expedite its approval by the legislative authority, to give the institution sufficient authority to be responsible for forming subcommittees, and to establish a robust mechanism to audit inclusion transactions.
Regarding the work of the medical committees in the Ministry of Labor and Social Affairs, the report touched on “their small number compared to the large momentum of reviewers, due to the unwillingness of doctors to work in these committees due to the lack of privileges and incentives, and that their work is based on the injured person submitting a medical report issued by a government hospital or treatment papers.” Or a medical notebook, and he pointed out the importance of providing support to employees of the Ministry of Disabilities and Special Needs Authority.”
