    Today, Tuesday, the Director General of the Health Insurance Fund, Ali Ahmed Obaid, announced the details of the second phase of health insurance and the date of its launch. While he indicated that the guarantee requires 8-10 years in terms of application, he confirmed the completion of contracting procedures with the private sector. 
    Obaid said, “Health insurance aims to reduce the financial burden on the citizen, provide health services, as well as encourage the private sector to invest in the health sector, and based on the government program of Prime Minister Muhammad Shiaa Al-Sudani, and the direct supervision of the Minister of Health, Saleh Al-Hasnawi, the Insurance Authority has begun Health, and launched its first phase starting on the fifth of November 2023. The first phase included 300,000 insureds within Baghdad Governorate, divided into 120,000 insured employees with their family members, and 100,000 from the social protection network with their family members. A number were also added to these. The segment, which also included 82,000 members of the protection network and their family members, as well as those with autism and oncology patients, retirees and citizens on an optional basis.”
    Obaid added, “The first phase of health insurance included a contract between the Health Insurance Authority with a group of private wings affiliated with government hospitals as service providers that provide services to citizens, including operations, laboratories, and dental centers, within integrated service packages that it seeks to achieve.” He pointed out that “the Health Insurance Authority The Health Ministry worked to complete the procedures for contracting with the private sector and bringing it into effect as service providers, represented by major private hospitals, laboratories, and dental centers as well.
    Obaid confirmed: “During the next few days, contracts will be signed with this sector, with the aim of including the private sector and supporting the private sector and encouraging it to invest in the health sector,” noting that “the numbers of the second phase have been approved by the Council of Ministers, which includes 700,000 guaranteed, starting on July 1.” For the year 2024, which included 251,000 officials in the Social Protection Network in Baghdad Governorate with their family members, as well as 328 with their family members, and a number of autistic patients, retirees and citizens, as their procedures will be completed as soon as lists of their names are received from the ministries that were addressed and included in the second phase, and the These names are transferred to the Ur platform to grant those insured a health insurance booklet and receive services.”
    He pointed out that "entering the numbers depends on the databases sent from the ministries. Within the first stage, the Insurance Authority worked to assign 33 work teams from the Insurance Authority working at the headquarters of the ministries included in the Insurance Authority to register employees with their family members and give them a health insurance booklet. There is also an outlet To register the insured at each service-providing headquarters from the private wings, the booklet is given in the event that any employee or any other beneficiary visits to receive the services, where a health insurance booklet is given,” noting that “the Insurance Authority worked to complete the documents and the integrated electronic system, which works To implement the health insurance electronically, the Iraqi citizen covered by the guarantee is given a biometric electronic card, and a special insurance number for each citizen, through which the concerned authorities are reviewed through these cards and the barcode reader, and this card will be the medical file for the patient’s review.
    He pointed out that “direct invitations have been sent to major Iraqi and Arab companies, and we have received documents and documents, and the analysis of bids will be opened soon,” expressing his hope that “the system will be completed within the next six months, which will facilitate all registration and documentation procedures, and provide services electronically via Electronic links that are easy for the beneficiary, easy for the recipient of the service, and help the Insurance Authority perform its tasks.”
    Obaid stated, “Health insurance as a global experience requires 8 to 10 years in terms of implementation. This is why the Ministry of Health and the Insurance Authority sought to implement the law in stages, in order to make it successful, as the first and second training phases included Baghdad Governorate, with numbers reaching one million beneficiaries within Baghdad Governorate.” He explained, "During the coming stages, the rest of the categories in Baghdad Governorate will be included as well, as will the rest of the other governorates."
    He stated that “health insurance, in its first experience through the first contract with the clinics department, showed a problem with the weak turnout of employees in registration procedures, due to their lack of understanding of the philosophy of correct insurance,” noting that “health insurance reduces financial burdens, and that is why it was included in the first experimental phase and the volume of spending.” At a simple level, due to the lack of guaranteed reviewers.”
    He stated that “there will be openness with the private sector, and the burden on the Ministry of Health will be reduced by transferring it to the Health Insurance Authority,” pointing out that “health insurance includes a deduction of 1% of his salary, and this deduction gives security to the employee with all members of his family, meaning the employee whose salary One million dinars, from which 10,000 dinars are deducted per month, granting health insurance to the employee and all his family members.”
    He pointed out that "the services provided are advisory services, treatment, laboratories, dentistry, and all medical services that are authenticated and approved by the service packages approved by the Board of Directors of the Insurance Authority."
    He stressed that "if the treatment or operation in a private nursing home reaches two million dinars, the employee must pay only 10%, or 200 thousand dinars, while the Health Insurance Authority bears one million and 800 thousand dinars, to reduce the financial burden," pointing out that "the insured has the right to review Any service provider contracted with the Health Insurance Authority in private hospitals, private laboratories, and private dental centers, in addition to 20 private wards distributed on both sides of Rusafa and Karkh.
