Iraqi children are outside the list of {armed conflicts}

Human rights specialists and observers believed that leaving Iraq and its removal from the list of the use of children in armed conflicts published annually by the United Nations; It is an important step to strengthen Iraq's position in the international community, and this step comes with the efforts and diligent follow-up of the current government in this regard.
The Executive Director of the Stochastic Defenders Organization for Human Rights, Dr. Ali Al-Bayati, said in an interview with “Al-Sabah”: “The recent report presented by the Secretary-General of the United Nations, Antonio Guterres, regarding countries that use children in armed conflicts, without mentioning the name Iraq, its importance lies in its “Provide an overview of the situation of children and armed conflict, with a particular focus on the period from January to December 2023.”
He explained, "The report highlights trends and patterns of grave violations against children, including killing, maiming, recruitment, sexual violence, denial of humanitarian access, and attacks on schools and hospitals. It also emphasizes the challenges facing the protection of children in conflict areas and identifies the way forward to confront them." These challenges, and the report constitutes a tool to raise international concern and encourage governments to take remedial measures to protect children affected by armed conflicts.
He added, "The report document indicates some positive developments in Iraq, such as the completion of the activities contained in the action plan, the establishment of the Human Rights Directorate and the Complaints Office in the Popular Mobilization Forces, and the appointment of child protection focal points. It also highlights the participation between the government and the United Nations in examining... Children, assessing their ages, and separating them from armed groups during recruitment operations, and these developments indicate some progress in addressing grave violations against children in Iraq.” Al-Bayati stated, “According to the document, the United Nations in Iraq has verified 61 grave violations against children, and these violations included the killing and mutilation of 52 children by unknown perpetrators, Turkish military air strikes, and the terrorist organization (ISIS), and in addition to that, 10 occurred.” Incidents preventing humanitarian access, including acts of violence against humanitarian workers and looting, which have been attributed to various armed groups.
The Minister of Labor and Social Affairs, Ahmed Al-Asadi, announced earlier this month: Iraq is officially removed from the list of using children in armed conflicts, in order to adhere to the joint action plan that Iraq signed with the United Nations country team (UNICEF and UNAMI) to prevent the involvement of children in armed conflicts.
For his part, retired Major General Imad Alo, advisor to the Al-Rafidain Center for Dialogue, said in an interview with Al-Sabah: “The issue of the use of children in armed conflicts lies at the heart of respect for international humanitarian law, and this use varies in form from recruiting children as militants or fighters. They are called “child soldiers,” and they are used in espionage and obtaining information.”
He stated, "Iraq has been an area of armed conflict for long periods, and there are violations and recruitment of children after 2003."
