Shafaq News/ Member of the Parliamentary Integrity Committee, Alia Nassif, on Wednesday, revealed an article in the general amnesty law that contributes to the release of corrupt people from prisons, while she indicated that this article encourages corrupt people and thieves to steal again.
Nassif told Shafak News Agency, "The general amnesty law was presented in the form of a proposal under the political agreement, but there is confusion, disagreement, and political controversy in passing the amnesty law within the House of Representatives."
She added, "Some political parties want to repeat what happened in previous laws regarding terrorism and corruption, including placing an inclusion article in the law," indicating that "Iraq put an inclusion article that contributes to the release of the corrupt at a time when Iraq was in a difficult economic situation and in need of money."
A member of the Parliamentary Integrity Committee explained, “Most of those accused of corruption, including Nour Zuhair - accused of stealing the century - benefited from the impeachment clause in the law, and paid money in exchange for their release.”
She continued, "The state sees today that the article included in the general amnesty means escape and encourages corrupt people and thieves to steal again," stressing its "rejection of this article that was re-included in the proposed general amnesty law."

About a year ago, the political blocs did not agree on some paragraphs of the general amnesty law, including the “classification of terrorism” and distinguishing who is a terrorist from others, which caused the delay in passing the law.
The general amnesty law is one of the most prominent demands of the Sunni blocs that stipulated its approval during the negotiations to form the state administration, which included the Shiite coordination framework and the Kurdish and Sunni blocs, which resulted in the formation of the new government headed by Muhammad Shiaa al-Sudani.
The government program, according to representatives from the Sunni component, includes issuing a general amnesty law, security checks in their governorates, and abolishing bodies or suspending their work that were a source of concern and crisis for them.
However, this law is still the subject of great controversy between the Sunni and Shiite blocs, as no agreement has been reached on the groups covered by it yet.
