Latif Nirwi, a member of the leadership council of the Patriotic Union of Kurdistan, confirmed in an article published on (PUKMEDIA), the official website of the Patriotic Union of Kurdistan, about the differences in forming local administrations in the disputed areas and the Democratic Party’s encroachment on its electoral entitlements, “that during the past 20 years, the Kurds have gone through two electoral experiences, and we must learn from their negative aspects in order not to repeat the mistakes, and to enhance their positive aspects to achieve the interests of our people in these areas.”
“During the two previous experiences, the Democratic Party deprived the Patriotic Union of Kurdistan of all positions in Nineveh province, despite the Patriotic Union obtaining the votes required to obtain its electoral entitlement. The Patriotic Union did not escalate matters and gave up its entitlement for the sake of Kurdish unity in the disputed areas. In return, the Patriotic Union in Kirkuk province gave the Democratic Party its entitlement to positions, despite the huge difference in the number of votes between the two parties in Kirkuk,” Latif Nerwi said.
The member of the leadership council explained that “during the last elections for the Iraqi provincial councils in the disputed areas, the Patriotic Union obtained first place within the Kurdish component in terms of votes and seats, and called for the Kurds to enter into negotiations to form local administrations with the other components with a single Kurdish position and team and a common vision to achieve the requirements of the Kurds in these areas, and to elect a Kurdish governor in Kirkuk.”
He explained that "the Democratic Party conducted negotiations alone in Nineveh and Kirkuk with the Arabs and Turkmen to deprive the Patriotic Union of its electoral entitlement, even though the Patriotic Union voted in favor of the Democratic Party's candidate for the position of Deputy Governor of Nineveh to show good faith."
Latif Nerwi says: “The National Union wants all the parties that won the elections to obtain positions according to the electoral entitlement, and the National Union’s demand for the positions that it was deprived of during the past (20) years is not against any party and it does not want to exceed its electoral entitlement.”
Regarding the Kirkuk governorate positions, Latif Nerwi confirmed, “Although the election results showed that the Patriotic Union is the first party, having won five seats, and that the governor’s position should be the Union’s share, the Democratic Party is trying to reach an agreement with the Turkmen Front and Rakan al-Jabouri to give the governor’s position to the opponents and enemies of the Kurds, in order to prevent a fellow Kurd from obtaining this position and to keep things as they are, with Arabization and the violation of the Kurds’ rights.”
The member of the leadership council noted in his article: “After 20 years, the Democratic Party wants to continue with the same wrong policy of depriving the Patriotic Union by repeating the Nineveh experience in Kirkuk without thinking that the situation now is different from what it was in the past. No logic accepts that two seats (for the party) should rule over 6 seats (for the union). The Patriotic Union is not prepared to give up the rights of those who voted for it.”
Latif Nirvi concluded by saying, “With these attempts, the Democratic Party will not be able to achieve the rights of the Kurdish people in Kirkuk and Nineveh, but rather it will cause the division of the Kurdish house and even lose its position in Nineveh and provide the opportunity for other components to obtain additional shares at the expense of the Kurds.”
