    Kurdish politician Hussein Kirkuki confirmed, on Thursday (August 29, 2024), that Parliament, as the highest legislative body, must be informed of any agreement signed between Iraq and Turkey.
    Kirkuki said in an interview with Baghdad Today, "Parliament is a legislative body and a representative of the people, and no agreement should pass without its knowledge, discussion, or voting on it within the House of Representatives."
    He added, "There are time bombs within the agreements, and there is no response to the serious violations that Turkey is carrying out militarily and penetrating hundreds of kilometers deep into Iraqi territory."
    Kirkuki pointed out that "it is not permissible to pass this agreement with a country that violates the country's sovereignty. It must first be voted on in Parliament and the President of the Republic must be informed of it, as he is the protector of the constitution, and one of the first principles of the constitution is preserving the country's sovereignty." 
    Turkish Foreign Minister Hakan Fidan announced on Thursday (August 16, 2024) in a joint press conference in the Turkish capital Ankara with Iraqi Foreign Minister Fuad Hussein that Ankara and Baghdad had signed a memorandum of understanding on military and security cooperation and combating terrorism, considering that this agreement "has historical significance," while his Iraqi counterpart described the agreement as a "step forward" in relations between the two countries.
    Following the fourth meeting of the high-level security mechanism between the two countries, Fidan stressed that Ankara and Baghdad have made great progress in realizing the will of the two countries' leaders, pointing to the increased awareness of the "terrorist organization Kurdistan Workers' Party" in Iraq.
    He explained that the memorandum of understanding between Türkiye and Iraq on military and security cooperation and combating terrorism was signed by the defense ministers of the two countries.
    Regarding the fight against terrorism, Fidan stressed the importance of Iraq declaring the Kurdistan Workers' Party a "common threat" and then declaring it a "banned organization."
    In turn, Iraqi Foreign Minister Fuad Hussein said that the memorandum of understanding between Baghdad and Ankara on military and security cooperation and combating terrorism is the first of its kind in the history of the two countries.
    He pointed out that "the Iraqi Defense Minister Thabet Al-Abbasi and the Turkish Defense Minister Yasar Guler signed it, and I believe that it is the first memorandum of understanding in the history of the two countries." 
    According to the official Turkish news agency, Anadolu, Turkey and Iraq have decided to establish two joint centers for security coordination, training and cooperation with the aim of combating terrorism, one in Baghdad and another joint center for training and cooperation in the city of Bashiqa in northern Iraq.
    She said the two centres would enable the two countries to work together in the fight against terrorism.
    Relations between Iraq and Turkey have witnessed significant tensions in the recent period, against the backdrop of Turkish military strikes targeting the Kurdistan Workers' Party inside Iraqi territory, as well as the deployment of Turkish military forces in some areas in northern Iraq. 
    Iraq is demanding the demarcation of borders with its northern neighbor, Türkiye, amid disputes over the waters of the Tigris and Euphrates rivers. 
    Last April, Iraq and Turkey signed a strategic agreement for cooperation in the fields of security, energy, economy and water, on the sidelines of a historic visit by Turkish President Erdogan to Baghdad, the first in 13 years.
