When the government takes a series of decisions and measures to activate the role of the private sector, this comes from the perspective of supporting various economic sectors, diversifying sources of production, and creating additional job opportunities within the priorities set by the government program of Prime Minister Mohammed Shia Al-Sudani, and creating a wide area of promising investment plans and reducing dependence on oil resources and industries in implementing state programs and contributing to creating solid foundations for sustainable development, and achieving important achievements at the national level, which will be positively reflected in the continuation of implementing service projects that include broad categories of the people.
The issue of activating the private sector is among the most prominent government trends and remarkable and unprecedented decisions, especially in the issue of involving it in implementing the construction of new residential cities, as this trend was based on a government decision taken earlier and trends that would serve to strengthen the partnership with the private sector and give it more space in development fields. These directives include emphasizing the partnership with it and securing the disbursement of dues to companies operating within it and implementing its projects, and providing appropriate job opportunities for young people by encouraging investment, attracting investors, and reviewing the licenses granted to it, in addition to giving priority to supporting this sector and continuing to hold meetings with those in charge of it and dialogue with them, to exchange ideas and reduce the difficulties facing its work during the implementation of such vital projects.
Governmental trends were not limited to decisions to grant the private sector the implementation of residential city projects only, but rather extended to a set of procedures related to this issue and affecting these projects directly and indirectly, such as writing off the amounts of professional fees and building permit fees owed by the implementers of some projects and the amounts of fines owed by commercial companies and the amounts of fines owed by taxpayers resulting from the application of Article (30) of the Real Estate Tax Law No. (126) of (1959). It also included sovereign guarantees for the private sector in the three-year budget to support the establishment of factories and plants and the establishment of projects and the introduction of a new vision to gain additional preference and advantages to achieve reform efforts, and activate the laws in force that sponsor its workers as well as find effective guarantees for their retirement under the Retirement and Social Security Law, in order to reform the legal environment for its work and create jobs in it with the aim of expanding the scope of human categories included under it, including effective technical and administrative cadres to ensure the success of the process of implementing this important sector for various projects, including the construction of residential cities in all regions of the country.
The official proposals that work to alleviate the housing crisis in Iraq came in accordance with the country's need and the necessity of involving all active national elements in implementing various projects. The government also did not neglect a very important issue, which is the requirement to involve private sector companies in renaissance projects according to timetables and a statement of the extent to which the economic feasibility of establishing these projects is achieved, through well-studied technical, financial and administrative agreements and with the approval of the Ministerial Council for the Economy to gain time and achieve the desired results from each implemented project, which alleviates the most severe stifling crises in the country, the negative effects of which have accumulated for many years and cast their shadows on all government programs during the past years.
