    Minister of State for Provincial Affairs Ahmed Al-Juburi said "the Government has already started to apply the law 21 of 2008, through the transfer of powers to the provincial Department of municipalities meeting them in the Ministry of State for Provincial Affairs."

    Is this the investment law? Or law of infrastructure? Law of Provinces? Are these the same? Investment law had second reading but need amendment?
