    Shafaq News / The Pentagon’s top lawyer suggested on Friday that the Obama administration would accept “refinements” to a seminal 2001 counter-terrorism law if Congress passes a stalled White House initiative to legally bless its war against the Islamic State.


    While backing further away from Barack Obama’s 2013 call to “ultimately repeal” the 2001 Authorization to Use Military Force (AUMF), Stephen Preston, the Defense Department general counsel, continued to assert that Isis’s very public split from al-Qaida is a legally insignificant fact – an argument useful to the administration as it wages a war in Iraq andSyria that Congress shows little sign of endorsing, nine months on.

    The US anti-terrorism law stipulates to stop terrorism outside the United States by intervening militarily, in the event of a threat to the US national security or was connected to the attacks of September, by al-Qaeda.

    Through the proposed amendments, Preston says that the proposed initiative by the US administration to fight ISIS is by linking ISIS organization with al-Qaeda, as ISIS is a breakaway organization, led by Abu Musab al-Zarqawi.

    Zarqawi had founded an organization known as "Tawhid and Jihad" in the nineties of the last century, known later as the leader of the so-called organization "Al-Qaeda in Mesopotamia," which is a branch of al-Qaeda in Iraq.

    Through this link, ISIS is regarded under the Anti-Terrorism Act of 2001, which authorizes the United States to intervene militarily in a broader fight.

    It is noteworthy that US President ,Barack Obama had made last February, a request to the Congress to get authorization to continue military operations against ISIS for 3 years.
    Obama said that he already has the necessary authority to direct the order to launch an air campaign and deploy thousands of military advisers in Iraq, but in order to ease the tension among those who believe that the war is "illegal" and in order to consolidate political support by Congress.
