    Baghdad: the ...The Parliamentary Committee on the economy and investment has completed, Thursday, drafting of investment law No. 13 of 2006 and the modified text input in preparation for submission to the Parliament for second reading.
     
    According to a statement received by the Parliament's information service "into Iraq News, the Committee held a meeting, chaired by mp Jawad Al-Bolani, to examine the proposed amendments to the investment law No. (13) of 2006 and filed under recommendations of the International Conference on first investment conference in Baghdad for the fourth and fifth of February."
     
    During the meeting, Al-Bolani said "the investment law, as will meet the ambitious investors and investment sector to be a significant positive for the Iraqi economy," referring to the "development of new concepts in the law relating to development and investment bank consortium alaraKeep, international arbitration center and project financing in support of the investor, to be a catalyst in creating a suitable environment for investment, which will be the most important factor in strengthening and diversifying the country's resources.     Mr. President of the Council and pointed to provide 30 deputies to the request for a pinch of increasing electricity prices, especially with the impact of the economic crisis faced by the country, announcing the approval of the Presidency on the inclusion request the discussion in a session on Saturday and extend an invitation to Mr. Qassim Fahdawi electricity minister to come to the discussion session, He explained that the Council will discuss the topic at a future meeting of the investigative committee for the fall of Salah al-Din and the fate of missing persons in the province, especially from the people of the city of Samarra, according to requests from a number of ladies and gentlemen of Representatives.



    The Council voted on the first draft amendment to the Law reward trainees in vocational training centers affiliated to the Ministry of Labor and Social Affairs, submitted by the committees of labor and social affairs and finance and who came to the weakness of the demand for training courses due to lack of reward given to the trainee and authorize the Council of Ministers the power to modify the law.



    On the other hand, the economic and investment commission presented a report on its work during the last period in which pointed to its role in the follow-up to the Ministries of Industry and Minerals, Trade and planning as well as the follow-up work of the Central Bank of Iraq



    The report explained that the Committee held 27 regular meeting with the host of many officials in the ministries and agencies to follow up on the economic plans of the state and work to develop a comprehensive vision for the draft laws and the application of the budget pointing out that the Commission has adopted a new policy through the involvement of academic competencies and economists to discuss economic issues as well as focus on enhancing the role of the private sector and the privatization file.


    The report indicated that the committee focused on the issue of ration card and the development of national industries and the follow-up to national and foreign investment matters and work to find alternative exits from dependence on oil only and interest in investing in the fields of communications, health, pointing to the Commission referred 13 bill read in the council was voting on the 5 of them belong to the side economic, trade and investment. Pointing out that the committee held a conference with regard to the affairs of the Investment Authority investment and promotion in addition to participating in many meetings outside Iraq.


    The report recommended the enactment of laws for retired workers in the private sector and stimulate tax policy and coordination between fiscal and monetary policies to deal with the recession and increasing non-oil revenues and the need for legislation sovereign wealth fund law.



    For his part, President al-Jubouri, praised the report Committee on Economy and Investment , stressing the importance of moving legislation that contribute to the strengthening of the Iraqi economy, announcing the inclusion of a draft investment law for the second reading at a hearing next Monday.



    Then the Council ended the first reading of the draft anti-terrorism and submitted by the Committees on Security and Defence and legal law for the purpose of effectively addressing the terrorist operations targeting the state and the citizens and their property and to take all appropriate measures to eliminate terrorism through the creation of a specialized body to do the job.



    Council first reading and completed the project cybercrime and submitted by committees of security and defense, higher legal and Culture, Media and Human Rights and Education Act, which aims to provide legal protection and find a punitive system for the perpetrators of computer crimes and information network that accompanied the emergence and growth and development of computer systems and networks, and the revolution in information technology and what it entails many risks attached to institutions and individuals large losses as a targeted attack on the data, information and prejudice of individuals to life and threaten national security and national sovereignty and weaken the confidence of modern techniques and threaten the creativity of the human mind and to provide legal protection for computer systems that run the state to encourage reliable in all activities.



    The Board completed the first reading of the draft seizure and confiscation of movable and immovable property belonging to the former regime and submitted by the committees of accountability and reconciliation, justice and legal law in order to determine the persons covered by the custody and confiscation of their movable and is under previous legislation and develop the appropriate mechanism to end the seizure and confiscation measures.



    The Presidency has decided to postpone the first reading of the bill included the Judicial Institute to Judiciary Law and provided Legal Committee in order to link the Judicial Institute of the Federal Judiciary as the concerned party to prepare judges and public prosecutors appointed by the dismantling of duplication Developed and managed so as to enhance the independence of the judiciary to respect the rule of law.



    Council ended the first reading of the draft of the General Authority Act to ensure the rights of the regions and governorates not organized in a region and submitted by the committees of the regions and provinces, legal, and who comes to the purpose of the regions and provinces guarantee the rights of non-performing in the province in the fair participation in the various federal state institutions, missions, fellowships and regional and international conferences administration in line with the principles of justice, equality and approved by the Constitution and the establishment of a body to policy-making and coordination to achieve this purpose.



    On the other hand the Council completed the second reading of the draft law on ratification of cooperation agreement between the Government of the Republic of Iraq and the Government of the State of Kuwait in the field of higher education and scientific research and submitted by the Committees for Foreign Relations and Higher Education Act.



    In the interventions of the ladies and gentlemen of Representatives on the bill, MP Abbas al-Bayati, the importance of the vote on the agreement they contribute to the strengthening of relations with Kuwait to send a message to the States to go beyond the province last stage.
