    The parliamentary finance committee attributed the delayed release of grades of materials to veto the budget of the Federal Court in 2015, while pointed out that some ministries launched a functional postponed degrees in other ministries.
    Committee member Masood Haider pointed out that the release of grades appointment was supposed to begin on the first of July, stressing that the postponement is due to the Federal Court to overturn the tanker material that the Finance Committee in the House of Representatives, returned unfair veto right of the Iraqi citizen.
    He said the "morning", that "according to the constitutional our mandate and within the transfers we have the introduction of functional degrees keen to not lead to an increase in the state budget," noting that "the Federal Court upheld the appeal filed by the Council of Ministers concerning the transfers that we have had for some paragraphs of the budget."

    Haider stressed that this appeal "against Iraqi citizens and against the displaced people and the popular crowd and against all the Iraqi state institutions," accusing the Federal Court to "submit to the will of the Prime Minister and Council of Ministers."
    While, said Finance Committee member Jabbar Abdul Khaliq release of grades that case just like any other paragraphs of the budget that has been the wait because of the financial deficit that the country as a result of lower oil prices, pointing out that some ministries launched functional levels, and others Ajltha.abd Creator stressed,
    In an interview for the "morning", the need to "resolve this file to provide sufficient funds for the launch of these grades," noting that "the House of Representatives often turn to the redeployment of some materials and paragraphs of the budget on the basis of his authority by the Constitution."
    The Undersecretary of the Ministry of Finance Fadel Prophet Osman had indicated that disable the launch of grades not because the Ministry of Finance, but grades were designated by the government to some of the ministries, and the House of Representatives move some of them to other ministries, pointing out that the appeal which was submitted to the decision of the Federal Court to re-copy the government's budget to the work required by the ministry to reconsider this issue.
