    The Ministry of Finance said that Iraq would get a total of 12 trillion and 708 million dinars [10 billion and $ 770 million of foreign loans to bridge a section of the budget deficit in 2016.
     The ministry had aided it had sent a draft 2016 budget expenditures amounting to 113.5 trillion Iraqi dinars [US $ 99.65 billion with a deficit of 29.4 trillion dinars [25.81 billion]. 
    According to the draft budget of the Iraqi government will get the 8 foreign loans, including two loans from the World Bank and the third from the International Monetary Fund totaling two billion and 750 million dollars and two loans two Japanese totaling one billion and $ 250 million and a loan from the Islamic Development Bank $ 270 million and a loan from the National Bank of Qatar , one billion and 500 thousand million dollars and a loan in order to pay for the financing of investment projects amounting to $ 5 billion.

    Deficit of $25.8 billions.  Loans of $10.7 billion.  Balance of $15.1 billion coming from SDRs, internal/external bonds, and DFI funds.   

    Money in the DFI fund?  But were we not told that Maliki drained all the money out of the DFI fund?  How about all the surplus that he could not touch?  Simple,  these funds are still in the DFI fund, but encumbered.  Meaning, they can only be used to rebuild the country, as specified by treaty.  Looks like Iraq will start next year to tap these funds, but can only be used to rebuild:

    Who came to the UN and signed the agreement (treaty) to let Iraq out of Chapter 7? 


    Foreign Minister Zebari, the current Finance Minister. 


    They still had to deposit oil revenue in the DFI fund.   This shows that strings were attached.  This one was public.  Who knows the terms of the treaty better than the person who signed it? 


    Who was the head of the Finance Committee at the time?  

    Prime Minister Abadi. 


    Coincidence?  And which country built the largest Embassy in the World in Iraq?  What could they be doing with such a large facilities?  A vacation destination?  Did anyone see the movie Argo?

    I believe in the great Oz.  Ha. Ha.

    September: senior Iraqi official revealed that the US embassy in Baghdad foiled two attempts to assassinate Prime Minister Haider al-Abadi, it was one of them in the planning stages, while the second and reached an advanced stage of implementation.
