" 
    He explained Abadi, that "participation of the private sector does not mean privatization of the electricity sector fully but are contracted sub-process similar service contracts in the oil licensing rounds, where the Ministry of Electricity processing company invested a certain amount of electrical power to distribute to citizens and then are collecting money to be deducted representing them and the rest are retrieved to the ministry. "

"

    He added by saying," in the event implementation of the project and its success there will be rationing in the process of consumption of electric power by the citizen, who in turn will reduce the consumption of energy on according to need and not wasting them, as well as the Ministry of Electricity will have a surplus of money to use in other areas such as transport and the production, distribution and others. " 
    from for his part, economist Maitham defect, said in an interview for the "long", that "the step and the Ministry of Electricity to privatize part of the electricity its system and put it to invest for private sector participation in the energy file is considered valid in the light of the economic crisis experienced by the country's administration."

    He said the" participation of the private sector in the collection of funds and maintenance of equipment that can contribute to reduce corruption and waste of money and the development of the energy sector in a high-speed processes. " 
    the defect that "local companies have the capacity and capability to receive and activate some of the joints in the ministries of lagging state for a reasonable profit without traveling to foreign companies that lacked a realistic plans to deal with the requirements of the Iraqi society."
