    "Even when we spent 100 billion (US dollars) domestically, total revenues were six, seven or eight billion, or just ten percent of expenditures. This in an economic fact that needs to be corrected because this would help us avoid external shocks that are taking place because of the sharp fall in oil prices."

    In the wake of the crash in oil prices, the Baghdad government is borrowing heavily.
    Iraqi and International Monetary Fund officials have announced a new financial support package.
    STORYLINE:
    Iraqi finance minister Hoshyar Zebari pledges to fight corruption and keep social welfare programs funded as the government seeks to cut costs in the oil price crisis.
    After oil prices peaked at over 100 US dollars a barrel in 2013, the subsequent plunge has rocked oil-exporting nations in the Middle East, not least the war-wracked Iraq.
    Today, Iraq finance chiefs and International Monetary Fund officials announce a new 16 billion financial support package for the Baghdad government, now borrowing heavily in the wake of the crash in oil prices.
    "We are not here to impose any restrictions or conditions on our social commitments towards the poor, for example, the vulnerable of the society, not at all. However, when you pay taxes everyone pays. You don't just impose them on this X or that Z, you impose them on the whole country," says Zebari.
    Despite the financial turmoil and rising national debt to pay for social programmes designed under times of higher oil revenues, Zebari has pledged to fight corruption and keep social welfare programmes.
    The new three-year programme ties domestic economic reform efforts to emergency financing from international agencies.
    "The aim of the programme is to do fiscal consolidation - to bring the level of spending in Iraq in line with the new lower level of oil revenue. That's a major objective of the programme. The debt is going to rise fast, which we cannot avoid, we are running down high deficit," explains Christian Josz, IMF mission chief to Iraq.
    Food and agriculture subsidies would remain along with salaries in the health and educational sectors, but other ways of defraying costs and increasing revenues would be analysed with help from international financial institutions, Josz says.
    The IMF official has also spoken about the organisation's support of legislating against corruption, tracking terrorist financial networks and combating money laundering.
