    [rtl]A new international classification showed a large disparity between countries in the percentage of home ownership. According to the classification, Iraq ranked 111th globally out of 196 countries in the percentage of homeownership, as its home ownership rate is about 74 percent, meaning that 26 percent, or more than a quarter of Iraqis, live in Rent, and while previous and current governments have provided and are offering solutions to the phenomenon of the old and renewed housing crisis, observers in this regard believe that the solutions are still below the required level.[/rtl]
     
    [rtl]The head of the Osool Foundation for Economic and Sustainable Development, Khaled Al-Jabri, told the official newspaper and its follow-up, Al-Iqtisad News, that “Iraq is suffering from a severe housing crisis, as the shortage of housing units reaches five million nationwide,” noting that “the reasons are due to... Poor distribution of land and failure to exploit vacant housing units to compensate for this shortage.”[/rtl]
     
    [rtl]He added, "This deficit is due to the continuing exacerbation of the problem of land distribution, and the absence of a regular housing policy and strategy, which urges the need for growth through the establishment of new cities. Here, the weakness of the role of the Investment Authority in the past twenty years and the lack of clarity in its strategy for providing housing are highlighted."[/rtl]
     
    [rtl]He explained, "On the other hand, Housing Minister Benkin Rikani announced a promising plan aimed at establishing new cities, the first phase of which made remarkable progress by creating 200,000 housing units within three months with a growth rate of more than 3 percent."[/rtl]
     
    [rtl]He stated that "this reflects the Ministry's superiority over the Investment Authority, which failed to achieve such achievements in 20 years," noting that "what distinguishes these new cities is their connection to existing city centers and the provision of a road network that is part of the infrastructure of the current cities."[/rtl]
     
    [rtl]He noted, “In an effort to shift towards a more sustainable society, new cities are working to invest in the principle of energy efficiency, and this includes the use of insulation models for walls, roofs, and sides, which contributes positively to reducing energy consumption for heating or cooling purposes. These cities are: Al-Jawahiri City and Al-Jawahiri City.” Ali Al-Wardi in Baghdad, the banks of Karbala, Al-Janain in Hilla, and Al-Ghazlani in Mosul and also in Fallujah.”[/rtl]
     
    [rtl]Al-Jabri continued, “In an effort to overcome the housing crisis situation, the New Cities Authority, which is one of the formations of the Ministry of Construction, Housing and Public Municipalities, seeks to launch about 20 new cities on the outskirts of current cities in all governorates, allowing the public to purchase housing units at reasonable prices by paying... Rental allowances ending with ownership,” expecting that “these projects will alleviate the current housing crisis, restore the balance of supply and demand, and contribute to reducing the prices of current residential complexes, reducing the rental situation, and even lowering prices.”[/rtl]
