    BAGHDAD (Reuters) -

According to news reports, citing a Russian diplomatic source, that an agreement was recently reached between the United States and Russia, about the cease-fire in Syria.

Said Andre Kortnov, chairman of the International Relations of the Russian, that Moscow and Washington have reached an agreement for a ceasefire in Syria, to avoid escalation of the situation between the United States and Russia, and to minimize the likelihood of the US Russian direct collision after a mutual escalation over the past weeks.

This comes at a time when the US announced Foreign Minister Rex Tillerson, his country's readiness to discuss with Moscow's joint efforts to achieve stability in Syria, including the establishment of no-fly zones.

He said in his exclusive Kortnov with an American news site, said that the agreement will be announced with the US President to meet Donald Trump, and Russian President Vladimir Putin on the sidelines of the twentieth summit, held in Hamburg, Germany, and kicks off on Friday.

Although both countries announce that the presence of their forces in Syria, whether air or land aimed at eliminating the threat of the "Daesh", but tensions between them have escalated since the launch of the US ballistic missiles on the military regime of Bashar al-Assad facilities, following the implementation of the system of chemical attacks against civilians Khan Shaikhoun Brive Idlib, the month of April / April last.

    Understandings agreement

He Kortnov, that the agreement reached included understandings regarding Baltalaaat air, define the work of the two forces areas, and if implemented in an efficient manner, will move the two countries to coordinate their positions in Geneva to discuss Assad's future constitutional reforms, and related central government and other outstanding issues.

On the other hand, Kortnov pointed out that the agreement does not solve all the outstanding problems, and does not guarantee the achievement of long-term goals or long-term peace in the country.

But Kortnov stressed, however, that the first objective is to reduce the mutual escalation, avoid direct confrontation, and seek to reduce the number of civilian casualties through the establishment of safe areas.

In answering a question about the parties that may be included in the agreement, Kortnov said that all regional players, especially Turkey and Iran, will have a presence in the current agreement.

And the Russian position adhering to the Assad regime, Kortnov clearly said, that the Russian side is still seeking assurances from various parties, not the collapse of the situation completely in the absence of Assad, adding that Russia is seeking to maintain its influence in Syria, and to maintain the Russian naval base in Tartous.

He continued Kortnov criticizing Western position: "The Western countries are still preoccupied with the future of Assad, did not provide any rational scenarios for the transition in Syria in his absence."

He stressed that the Russian side will not impose any solutions on the Syrians, and that any scenario must be accepted in Geneva before it is applied.

    No-fly zones

US Secretary of State Rex Tillerson, said that the United States wants to discuss with Russia the use of observers to field a cease-fire, and to coordinate the delivery of humanitarian aid to the Syrians.

He said in a statement ahead of the Group of Twenty held in Germany this week's summit: "If countries work together to achieve stability on the ground, this will lay the basis for progress towards a settlement for the future of Syria's political."

The statement did not address the future of the regime President Bashar al-Assad, who called on the United States during the extended six years to step down the conflict.

He said Tillerson, Russia is obliged to prevent the Syrian government to use chemical weapons.

While approaching the battle against "Daesh" from the end, Tillerson said that Russia's "special responsibility" to ensure the stability of Syria.

He added that Moscow must ensure that no faction in Syria "restore or occupy areas illegally", after its liberation from the grip of the Islamic state or other groups.

It backed by troops besieging the city from the United States tenderness, a stronghold of the militant group in Syria.

He praised Tillerson cooperation between the United States and Russia in the establishment of areas of non-escalation in Syria, and said it was evidence "that our two countries are able to make further progress."

Before leaving Washington, heading to Hamburg, said Tillerson: "I think the important aspect is that we started from here efforts to start rebuilding confidence between us and Russia, between the two armies, and also on the diplomatic level."

In March / March, Tillerson said that the United States will establish a "temporary stability zones" to help refugees return to their homes in the next stage of the battle, against regulatory "Daesh" and "Al Qaeda" in Syria and Iraq.

He warned Charles Lester of the Middle East Institute in Washington that the United States follow the approach in Syria, which relies on Russia.

He said, "Russia can not, and is not willing to give us what we want in Syria."

"The management held (President Barack) Obama has time and again its hopes on Russia, as a guarantor only for non-escalation of humanitarian aid and political progress, and once again hit by the Obama administration disappointed ... Why do you think that there will be different this time?".
