    The House of Representatives raised its normal session to next Saturday.
    The House of Representatives voted in its session today, chaired by Salim al-Jubouri, Speaker of the Council and in the presence of 184 deputies, on the Law of the Council of State and granting confidence to the members of the Board of Commissioners of the High Commission for Human Rights.
    At the beginning of the session, the council voted in principle on recommendations made by MP Haider al-Fawadi regarding the fulfillment of the martyrs and the wounded to address the problem of housing, education and health protection and providing services of all kinds to the families of the martyrs and the wounded and the elements of the security forces, the police, the army, the popular, tribal and peshmerga groups, [Wafa housing project] for the martyrs and the wounded that the government allocated the amounts necessary to implement the project and the timing of rapid as well as the importance of motivating the international community to contribute to housing projects and open the door of donations within Iraq and the formation of a committee of the Council Deputies to follow up the implementation of the recommendations.
    President Jubouri and the Committees of Martyrs and Finance to follow up the implementation of the recommendations with the relevant government agencies.
    The Council voted on the members of the Board of Commissioners of the High Commission for Human Rights, namely Hymen Rashid Zaidan, Basma Mahmoud Mustafa, Thamir Yassin Abdullah and Ali Akram Zain Al Abidine and bright Naji Aboud, and the unit Mahmoud Fahd and Ali Abdul Karim Mizar and Fadel Abdul Zahra Abbas, Aqeel Jassim Ali and Zidan Khalaf Obeid and Amer Polus Zia and Faten Abdel Wahed Abbas are members of the group, as well as Berwin Mohamed Amin, Wans Akram Mohammed and Faisal Abdullah Badr reserve members.
    Then the members of the Commission of Commissioners of the High Commission for Human Rights was sworn in.
    President Jabouri thanked the Human Rights Committee and the Committee of Experts for their efforts over the course of the year to submit the names of the candidates to the Commission on Human Rights.
    The House of Representatives voted on the draft law of the Council of State submitted by the Legal Committee in implementation of the provisions of Article 101 of the Constitution and the independence of the administrative judiciary from the executive power and make the Council of State an independent body enjoying the moral personality, which includes administrative and staff courts and the Supreme Administrative Court. Neutral and independent as the state councils in civilized countries and to link the State Shura Council with the Ministry of Justice and replace it with the Council of State in accordance with the Constitution.
    The council postponed the vote on the draft law on freedom of expression, assembly and peaceful demonstration submitted by the legal committees, human rights, security, defense, culture, media, endowments and religious affairs to next Monday.
    The Council concluded the vote on a parliamentary decision submitted by MP Niazi Maamar Oglu on the crimes of genocide in the areas of Tal Afar and Taza Khurmato and stipulated the crimes committed by criminal gangs against the Turkoman prisoners in Tal Afar and exposed to the people of Taza Khurmato by shelling with internationally banned chemical weapons Genocide ].
    The Presidency postponed the discussion of the candidates of the Federal Public Service Council until a meeting with the heads of the parliamentary blocs.
    The Presidency also postponed the vote on the draft law on provincial and district elections and submitted by the legal committees, regions and governorates not organized in the province to the first of next month.
    The Council resumed the vote on the draft law on the reform of inmates and depositors submitted by the work committees and social and legal affairs, security, defense and human rights, where the vote was completed on 37 articles in the draft law out of 54 articles.
    The House of Representatives completed the first reading of the draft law of the accession of the Republic of Iraq to the Minamita Convention on Mercury submitted by the Committee on Foreign Relations, which came to control and reduce the risk of mercury and its effects on the environment and human health from emissions and anthropogenic connections of mercury and its compounds and transfer of best available techniques in all mercury related products Traffic and contaminated sites and the method of stockpiling of State experiences and for the Republic of Iraq to accede to the Minamata Convention on mercury.
    The Council postponed the first reading of the draft law on the election of the House of Representatives and submitted by the Legal Committee until the agreement to provide a mechanism to deal with the draft laws and proposals.
    A report and discussion of the irrigation bill submitted by the Committee on Agriculture, Water and Marshlands was completed.
    In the interventions of deputies MP Riad Gharib stressed the importance of legislation to prevent the law to bypass water quotas and reduce the damage to the peasantry.
    She called on MP Hoda Sajjad to put deterrent penalties for violators and access to water quotas to all governorates, especially central and southern.
    MP Aziz al-Ugaili stressed the need to establish strict controls for the distribution of water quotas in the southern regions of Iraq to avoid problems.
    MP Mutashar al-Samarrai suggested tightening the punishment for those who exceeded water quotas and using modern irrigation techniques to ensure that there were no problems in water distribution.
    In its response to the interventions, the Committee stressed that the draft law was consistent with the Iraqi Constitution with regard to justice in the distribution of water quotas.
