    Babil province council rejected the decision of the Ministry of Interior to impose new fees and levies on citizens and investment companies operating in the province. 
    Council member Hamza al-Khafaji confirmed that he submitted a proposal to the provincial council regarding the Ministry of Interior departments to collect funds and impose new fees from citizens and companies, which have materially affected the citizens who filed many complaints about them. 
    Al-Khafaji explained that "the provincial council formed a joint committee of security, legal and service committees to visit the departments of the Ministry of Interior in Babylon to learn about the controls and instructions through which the collection of new fees."
    Al-Khafaji pointed out that "a meeting between the members of the Council and the directors of the departments of the Ministry of Interior on the subject and show through the official books that it instructions issued by the Ministry in Baghdad to its departments to collect funds in accordance with what came in the budget of 2017 approved by the House of Representatives." 
    He pointed out that "the province of Babylon is now living a financial situation is very difficult for the central government to allocate funds to them in order to provide the necessary services for the people of the province." 
    A member of the Babil provincial council, "I consider the imposition of fees and the collection of funds by any illegal entity and I reject them and I ask the Ministry of Interior not to work." 
    He pointed out that "the provincial law 21 has been allowed to provincial councils to pass legislation and laws through which can collect and impose fees due to the province to provide services."
     For his part, the head of the legal committee in the provincial council, Ahlam Rashid, said that "the decisions and instructions of the Ministry of the Interior to collect funds and impose new fees from citizens and companies considered them unfair decisions against citizens." 
    Ahlam pointed out that "the Interior Ministry did not violate the laws, which are legal and constitutional decisions because the House of Representatives has authorized the ministries in the budget of 2017 to impose fees." 
    "We representatives of the people of Babylon refuse to impose any fees or collect funds from citizens because they will increase their financial suffering," Ahlam said. 
    And increased "the local government in Babylon to have a serious pause on this subject and allocate funds that ministries are collected from citizens to the provinces that are living in a difficult financial crisis."
    "The local government in Babylon can issue legislation and local laws for ministries to maximize revenues and increase the resources of the province by transferring the powers of eight ministries to local governments, and stressed the maximization of the resources of the financial provinces in order to provide the best services to citizens." 
    The head of the Security Committee in the Council of Babylon, Falah al-Khafaji said that "the provincial council refuses to the Ministry of Interior and other ministries to collect funds and impose financial fees on citizens." 
    Al-Khafaji revealed that the collection of the funds that are deducted from the citizens for the benefit of the Ministry of the Interior is estimated at one billion dinars per month and this money goes to the treasury of the ministries and get them from the province of Babylon but very little.
    Al-Khafaji announced that "there are many complaints about the imposition of fees by the departments of the Ministry of the Interior were hosted directors of the departments of the Ministry of the Interior in Babylon in the provincial council to know the details and reasons for imposing new fees and the response of officials in the Interior Ministry that they are implementing instructions issued by the Ministry based on the articles of the budget of Iraq for 2017 ". 
    Khafaji pointed out that "the province of Babylon is now complaining about the lack of services because of the financial crisis experienced by Iraq and the non-allocation of funds from the central government and the government departments to issue local laws to maximize 
    revenue for them."
