The head of the US National Center for Counterterrorism, Nicholas Rasmussen, said that the loss of an organization in the Middle East would not significantly affect the organization's ability to recruit new extremists outside the region and would not prevent it from carrying out terrorist attacks against the citizens of Western countries and extending far beyond Middle East, specifically in the Philippines and African countries.
