    [rtl]The Parliamentary Regions Committee on Wednesday confirmed the existence of high understandings between Baghdad and Arbil regarding the oil file and the handing over of the border crossings and airports, indicating that these understandings will not be made clear until after the final settlement of the differences.[/rtl]
