    [ltr]Experts in a confidential report to the UN Security Council's sanctions committee said most of the armed groups involved in human and goods smuggling in Libya have links to state security institutions.[/ltr]
    [ltr]The smugglers of people working freely in Libya have sent hundreds of thousands of migrants to Europe, especially Italy, by sea since 2014.[/ltr]
    [ltr]Thousands of people were killed during the flights.[/ltr]
    [ltr]"Armed groups, which are part of broader political and military alliances, have specialized in illegal smuggling activities, particularly smuggling of people and goods," experts told the UN Security Council sanctions committee. Most of these armed groups "belong nominally to official security institutions," they said.[/ltr]
    [ltr]The experts are charged with reporting arms embargoes and targeted sanctions imposed by the Security Council on Libya in 2011 when forces of former leader Muammar Gaddafi launched a campaign against protesters demanding democracy.[/ltr]
    [ltr]According to the report, Eritrean migrants reported to the sanctions monitors that they had been arrested by the Special Deterrent Force, an armed group of the Ministry of the Interior of the internationally recognized National Reconciliation Government.[/ltr]
    [ltr]Migrants added that the Special Deterrent Forces had handed them over to multiple smuggling gangs."The committee assesses whether the command of the Special Deterrent Forces is aware of the collusion and smuggling operations carried out within their ranks," the sanctions monitors wrote.[/ltr]
    [ltr]"The Committee is concerned about the possible use of state facilities and public funds by armed groups and smugglers to strengthen their control over migration routes," they said.[/ltr]
    [ltr]The Special Deterrence Force denied these allegations. UNIFIL spokesman Ahmed Ben Salem told Reuters in a written statement that the force had no bearing on smuggling operations and was addressing illegal immigration and arrested many smugglers.[/ltr]

    A confidential report by the UN Security Council's sanctions committee revealed that most of the armed groups involved in the smuggling of people and goods in Libya have links to official security institutions in the country.
    "Armed groups, which are part of broader political and military alliances, have specialized in illegal smuggling activities, particularly smuggling of people and goods," said the experts who prepared the report, published on Wednesday.
