    [rtl]Sumer News: Baghdad .. MP said the Liberal bloc parliamentary Zeinab Sahlani, on Sunday, that the budget of 2018 did not witness any new degrees of employment, indicating that the Budget Law allows the Prime Minister or the Minister concerned to develop degrees of functional when needed.[/rtl]
    [rtl]Sahlani said in a press statement that "the budget of 2018 did not include any degrees of functional as well as it stopped appointments through deletion and development," noting that "the current budget included the deletion only without development."[/rtl]
    [rtl]She added that "the budget law for the year 2018 gave the authority of the Prime Minister or the Minister concerned to develop degrees of employment when necessary," indicating that "the grades are created by a decision of the Council of Ministers under the decision of the owners of the law and the budget."[/rtl]
    [rtl]Al-Sahlani pointed out that "the Prime Minister and the competent minister can submit a request to the Ministry of Finance for the purpose of creating new degrees of employment according to the need of the ministry to that," indicating that "the budgets of 2017 and 2018 included only deletion and did not include the development, and all appointments launched in 2017, Within the movement of owners for the previous year. "[/rtl]
    [rtl]On February 3, the House of Representatives voted on the draft budget bill for 2018 in full.[/rtl]
    [rtl]Prime Minister Haider al-Abadi congratulated the Iraqi people for launching the general budget law for 2018, and called on all ministries, institutions and departments of the state to carry out their duties in the best way.[/rtl]
    [rtl]The President of the Republic Fouad Masoum refused to approve the financial budget for the current year 2018, after it was approved by parliament.[/rtl]
    [rtl]The presidential press office announced that President Fuad Masoum decided to return the draft budget law to the House of Representatives.[/rtl]
    [rtl]For his part, Prime Minister Haider Abadi said that no one has the right to stop the general budget of the country after the vote of the House of Representatives, before the return of President Fuad Masoum and send the budget law to the Ministry of Justice for publication in the budget newspaper.[/rtl]
