The US Senate approved a draft defense budget for the year 2019 to ban the sale of F-35 fighter jets to Turkey in response to Ankara's intention to buy Russian S-400 missiles.

"The Secretary of Defense will submit to the relevant Congressional committees a plan to exclude the Government of the Republic of Turkey from participating in the F-35 program, including the industrial and military aspects," said the approved budget bill.
In addition, there is a second draft defense budget that US legislators are still considering, and the text of the drafts is to be consolidated and the final version will be submitted to the vote.

The draft budget linked the ban on the sale of F-35 fighter jets to Turkey and the ban on granting Turkey the right to manufacture them, with Ankara's intention to purchase Russian air defense system S-400.

In December 2017, Turkey and Russia signed a loan agreement as part of a deal to purchase two S-400 batteries. The two sides also agreed on technology cooperation in the development of the S-400 production in Turkey.

The move has drawn criticism from Turkey by representatives of the United States and NATO, and Washington said that the purchase of the S-400 missile system could negatively affect the supply of Turkey "F-35".

For its part, Ankara said Turkey is considering buying modern Russian fighter jets if Washington refuses to supply its F-35s.
