    The United Nations High Commissioner for Refugees (UNHCR) has refrained from criticizing US President Donald Trump's decision to reduce the number of refugees allowed, saying the United States has the right to determine its policy.
    "Decisions on resettling refugees and where only state governments, such as the United States, will allow them to enter and resettle refugees," UNHCR spokesman William Spindler said during a regular UN briefing in Geneva.
    Spindler declined to answer when asked repeatedly whether UNHCR was disappointed with the announcement by the United States, its largest donor and the biggest future recipient of refugees.
    US Secretary of State Mike Pompeo said Monday that the United States would set a ceiling for 30,000 refugees in fiscal year 2019, a sharp drop from its 45,000-year-old ceiling for 2018.
    According to the agency "Reuters" that the ceiling, which was set last year by 45 thousand refugees was the lowest since 1980, which was adopted by the program of modern refugees.
