    The General Secretariat of the Iraqi Council of Ministers issued on Wednesday a clarification on the law concerning the annexation of the Judicial Institute of the Supreme Judicial Council.
    Al-Amana said in a statement to Ashqaf News that "while the General Secretariat of the Council of Ministers affirms its keenness on the independence of the judiciary with all its components, it would like to clarify that the law of the Judicial Institute's annexation to the Supreme Judicial Council No. 70 of 2017 was legislated without objection or Shall be reserved by the Council of Ministers and with the support of this Secretariat when the dissolution of the Judicial Institute and the Council of State is presented by the Ministry of Justice. "
    He added that "the decision of the Council of Ministers issued in its session held on 18/9/2018 included the delay in the procedure of the proposed law of the first amendment to the law of the inclusion of the Judicial Institute proposed by the House of Representatives for lack of convincing reasons to follow the procedures of its legislation and did not mention at all to delay in the law of the Judicial Institute To the Supreme Judicial Council. "
    He added: "We wish the Supreme Judicial Council and the cooperation relationship between him and the executive authority to determine the meaning of the statement of the Prime Minister before issuing any statement and this is what the Council of Ministers in dealing with other authorities."

    The Council of Ministers recommended, in its meeting held on Tuesday, the House of Representatives not to support the proposed amendment to the first law to include the Judicial Institute to the Supreme Judicial Council No. (70) for the year 2017.

    The Supreme Judicial Council replied on Wednesday to Abbadi's statement that "the law of annexing the Judicial Institute to the Supreme Judicial Council has already been approved by the House of Representatives No. (70) for the year 2017 and was published in the Iraqi fact sheet and became effective from the date of 31 July last" "Since then, the Higher Judicial Council has been running the Judicial Institute. This is the natural order that was supposed to happen since 2003 when the Supreme Judicial Council was separated from the Ministry of Justice because the Judicial Institute is the school where the judges and public prosecutors graduate.     The Cabinet Secretariat confirmed in a statement Wednesday that the Judicial Institute of the Judiciary Council had been legislated without objection, while stating that it had wished the Judicial Council to "know what it meant" with the statement of Prime Minister Haider al-Abadi before issuing any statement.
